Stopping and parking is prohibited:

So clause 17.2 of the SDA clearly says:

  • "In the residential area, through traffic, training driving, parking with a running engine, as well as parking of trucks with a permissible maximum weight of more than 3.5 tons outside of specially designated and marked with signs and (or) markings are prohibited."

The Code of Administrative Offenses of the Russian Federation has established additional parking bans, which also apply to courtyards. Usually, the passages here are narrow, and therefore those who parked manage to interfere not only with the passage of other cars, but also with ordinary pedestrians and mothers with strollers, what can we say about technical services... However, part 8 of Art. 20 .4 of the Administrative Code establishes a verticality for violation of fire safety rules. The Code of Administrative Offenses of the Russian Federation also does not define the courtyard territory, but establishes responsibility for violation of traffic rules in a residential area in Art. 12.28 Administrative Code of the Russian Federation

It must be admitted that the traffic police do not often patrol courtyards, especially in small towns, but if something happened, the dangerous situation will be more serious. For example, in the event of a fire and the inability of a company car to pass through to a fire, a negligent motorist can apply Part 8 of Art. 20.4 Administrative Code:

The yards are often equipped with green spaces, including lawns. Traffic rules or Code of Administrative Offenses do not contain a definition of a lawn or a fine for parking on it. These issues are decided by local authorities, determining the amount of the fine for such violations. In most cities, this amount is fixed, so in St. Petersburg an ordinary car owner will pay from 3000 to 5000 fine. In other regions, such as Samara, they will be forced to pay for the damage to the plantation. In any case, you shouldn't do that.

Another aspect of the problem is through traffic through the residential area. Officially, it is prohibited by clause 17.2 of the SDA. But few of the drivers have ever tried to drive around the "traffic jam" through the nearest courtyard. The rules prohibit only through passage, and the movement itself at a speed of 20 km per hour is allowed in Section 10.2 of the SDA:

  • "In settlements, vehicles are allowed to move at a speed of no more than 60 km / h, and in residential areas and in courtyards, no more than 20 km / h."

In the absence of the car owner in any of the above cases, the car can be evacuated, especially if it interferes with the travel or the work of cleaning or fire trucks, which means that you will have to pay for the stay at the impoundment.

In addition, violators are often sure that if they are not caught by a traffic police officer, they will certainly go unpunished, but Part 4 of Art. 28.1 Administrative Code:

  • “The reasons for initiating an administrative offense case are:

In the traffic rules in paragraph 12, all cases regarding parking rules are explained.

According to legal regulations, vehicles can be left for five minutes or longer:

In cases where there are no additional signs in the permitted place (special markings, and so on), then you can park the car as follows:

  • parallel to the sidewalk line at the edge of the carriageway;
  • near the curb located on the right side of the road (if the highway is one-way, then it is allowed to leave it on the left);
  • drove onto the sidewalk.

Prohibitions

In the same paragraph of the traffic rules, a fairly large list of places is listed where you cannot leave the car unless absolutely necessary:

You can not leave the car in front of the "zebra" (the distance should be more than five meters) and directly on it. It is allowed to park vehicles behind the crossing.

This rule was introduced so that pedestrians stepping on the carriageway immediately fall into the field of view of other motorists.

  1. Tram rails.

Parking is prohibited both directly on the tracks and next to them, provided that the car creates obstacles for the free movement of the tram.

There is one nuance that is not provided for by this paragraph of the rules: is parking allowed on abandoned tracks? Most likely, right choice will not tempt fate and will not leave transport here.

  1. Places with limited visibility.

According to the rules, you cannot leave the car in places with limited visibility:

  • at sharp turns;
  • before lifting the road.

Transport must remain visible within 100 meters or more.

Stopping is permitted at a distance exceeding five meters from the intersection (intersection of carriageways).

It is forbidden to leave vehicles in places where it covers road signs and traffic lights. Also, you must not park your car if it interferes with the normal passage of other cars, including the entrance to the local area, and the movement of pedestrians on the sidewalk.

According to the rules of the DD, it is forbidden to leave vehicles in places specially designated for the movement of cyclists.

Bus stops

The bus stop sign is installed in places where a public transport stop is provided:

  • trolleybuses;
  • route taxis.

According to the traffic rules, this territory is additionally limited by a special yellow broken line.

Drivers of other vehicles are prohibited from stopping city vehicles near the point:

  • make turns;
  • move backward;
  • park.

The last point provides for an exception: the driver has the right to make a short stop to pick up / drop off passengers, provided that he does not interfere with public transport.

Parking in adjoining territories

Parking rules in courtyards or in adjoining territories are similar to those described above.

That is, you cannot leave the car in the immediate vicinity of the building: the distance between them must be more than 10 meters.

Also prohibited:

  • park your car on lawns and playgrounds;
  • to enter the local area by transport, the mass of which exceeds 3.5 tons.

In addition, when organizing a parking space, you must be guided by the following standards:

  • if the parking lot holds up to 50 cars inclusive, then it remains free:
  • if the parking space is designed for more than 50 cars, it must be surrounded by a fence.

Another important nuance that many drivers forget about:

  • in adjoining territories, pedestrians have the right of preferential movement.

Penalties

For violation of traffic rules in accordance with the current Code of Administrative Offenses, the following sanctions are provided:

  1. 1.5 thousand rubles (only for Moscow and St. Petersburg) for non-compliance with the requirements of the established signs or applied markings. Also, in such situations, it is provided for the removal of vehicles to the impoundment.
  2. Stopping in places designated for parking cars of persons with disabilities is punishable by a fine of 3-5 thousand rubles.
  3. 1 thousand rubles for parking directly on the railway track. Also for this offense can be withdrawn driver's license for no more than 6 months.
  4. Failure to comply with the parking rules - 500 rubles. In Moscow and St. Petersburg, the fine for such an offense is 2.5 thousand rubles.

If the car was left directly at a pedestrian crossing or next to a public transport stop, then its driver will have to pay up to 1-1.5 thousand rubles. In the capital, the fine for this offense is 3 thousand rubles.
