1. General safety requirements

1.1. The transportation of students, pupils by road is allowed to persons at the age of at least 20 years, who have been instructed in labor protection, pre-trip medical examination, have no contraindications for health reasons, and have continuous work experience as a driver for at least three recent years.
1.2. Students, pupils during transportation must be accompanied by two adults.
1.3. When transporting by road, the following hazardous factors may be exposed to students, pupils:
injury by passing transport when entering the carriageway when boarding or disembarking from the bus;
injuries during sudden braking of the bus;
injuries in road traffic accidents in violation of the rules road traffic or when operating technically faulty vehicles.
1.4. The bus intended for the transportation of students, pupils must be equipped in front and behind with a warning sign "Children", as well as a fire extinguisher and a first aid kit with a set of necessary medicines and dressings.
1.5. In the event of a road accident with injuries to children, the person responsible for transportation informs the administration of the institution, the traffic police and the medical institution from the nearest point of contact or with the help of passing drivers about the incident.
1.6. When transporting students, pupils, observe the established procedure for transportation and the rules of personal hygiene.
7. Persons who have committed non-compliance or violation of labor protection instructions are subject to disciplinary responsibility in accordance with the internal labor regulations and, if necessary, are subjected to an extraordinary test of knowledge of labor protection norms and rules.

2. Safety requirements before transportation

2.1. Transportation of students, pupils is allowed only by written order of the head of the institution.
2.2. Conduct briefing of students, pupils according to the rules of introduction during transportation with an entry in the register of instructions.
2.3. Make sure that the bus is in good working order according to the waybill and by external inspection.

3. Safety requirements during transportation

3.1. During transportation, students, pupils, observe discipline and follow all instructions from their elders.

3.3. The speed of the bus when transporting students, pupils should not exceed 60 km / h.

4. Safety requirements in emergency situations

4.1. If there is a malfunction in the engine and bus systems, take the right, pull over to the side of the road and stop the bus. Continue driving only after the fault has been eliminated.
4.2. When a trainee receives an injury, provide first aid to the victim, if necessary, deliver him to the nearest medical institution and inform the administration of the institution about it.

5. Safety requirements at the end of transportation

5.1. Pull off the side of the road or drive up to the sidewalk and stop the bus.
5.2. Students, pupils, get off the bus only with the permission of the elder in the direction of the sidewalk or roadside. It is forbidden to go out onto the carriageway and cross the road.
5.3. Check the list for the presence of students, pupils.

During the organized trips, rules for the transport of children on the bus were developed to ensure the safety of minors.

Specific regulations concerning the regulation organized transportation children were approved by law.

Specific requirements for the transportation of children by buses are imposed not only on the vehicle and the driver, but also on the escort.

The rules for the transportation of groups of children were developed by the Ministry of Transport of the Russian Federation.

By a Government decree, document No. 1177 of December 17, 2013 was approved, where the bus transportation of children by bus means:

  • transportation of minors by non-route vehicles;
  • transportation of groups of children in the amount of 8 people or more;

The rules for organized transportation of small passengers include:

  • compliance with the rules for boarding minors into a vehicle;
  • preparation of documentation for transportation;
  • compliance of the driver with the set of requirements;
  • certain requirements for accompanying persons;
  • escorting buses with minors from the traffic police.

Buses with children are accompanied by representatives of the automobile inspection only if they are moving from 3 or more vehicles in a convoy.

An authorized representative of the traffic police must obtain a permit for the movement of children on the bus.

The original of the document must be kept by the driver, it must be kept for 3 years from the date of transportation.

It must be provided at the first request of the traffic police inspector.

The organizers of the planned trip must submit a written application no later than 2 days before the trip to the regional department of the State Traffic Inspectorate.

Notification of the organized transportation of children by bus is submitted by the head of the organization personally or by e-mail through the official website of the traffic police - http://www.gibdd.ru/letter/.

You need to indicate in it:

  • the time for which escort will be required;
  • route of movement;
  • Full name of the accompanying person;
  • Full name of the driver and data of his driver's license;
  • the number of persons carried;
  • indication of the license plate of each bus.

If children are transported by 1-2 buses, then a notification of the trip to the department is also sent to the traffic police.

It states:

  • date of transportation;
  • information about the company that organized the trip;
  • the number of underage passengers with indication of age;
  • route of movement with indication of points of destination;
  • Full name of the accompanying person;
  • brand vehicle and his license plate.

A copy of the application or a notice marked by the traffic police that they are aware of the children’s trip must be with the driver.

Paperwork

For the transportation of children, documentation should be prepared:

  • list of children on this trip;
  • copies of permits for transporting children;
  • a boarding document, which indicates the seats for each child;
  • notification from the traffic police or a copy of the application for escort;
  • travel contract signed transport company and the customer;
  • Full name of accompanying persons, indicating phone numbers and passport data;
  • contract with honey. an employee to accompany minors if the trip takes more than 12 hours;
  • information about drivers (full name, contacts, driver's license numbers);
  • list of food items on the bus.

  • travel schedule and travel time;
  • the time of stops for the physiological needs of children;
  • places of stops for food, rest and excursions (with indication of hotels).

Buses for transporting children and technical requirements GOST R 51160-98

From 01.01.2017, new rules for transporting children by school bus came into effect. This standard establishes requirements for buses for the transport of children, which are aimed at ensuring safety.

Applies to vehicles for children aged 6-16 years to follow the roads of the Russian Federation.

By the Decree of the Government of the Russian Federation, from July 12, 2017, entered into force changes in traffic rules, correcting the rules for transporting children on buses, as well as the rules for placing cars on the road.

According to this decree, for the implementation of organized transportation, a bus that is not more than 10 years old from the year of manufacture can be used, as well as:

  1. The vehicle must comply technical requirements by design and purpose.
  2. It is obligatory to have a diagnostic card or a technical coupon confirming the serviceability of the bus.
  3. To be able to determine the location of the vehicle at any time of the day, the GLONASS satellite navigator must be installed.
  4. Each bus must have a tachograph that monitors the driver's rest mode and the speed of the bus.

Only those drivers who have:

  • rights with an open category D;
  • transportation license;
  • medical clearance to the flight;
  • experience of driving a transport bus at least 1 year out of the last 3 years;
  • passed the obligatory instruction on the transportation of children;
  • the driver was not deprived of his license, and he did not commit administrative violations over the past year.

Rules for the organized transportation of a group of children by buses in 2019

GOST 33552-2015 buses for the transport of children applies to special vehicles for the transport of persons from 1.5 to 16 years old in buses.

General technical requirements are aimed at ensuring the safety of young passengers, their life and health, as well as the presence of identification marks and inscriptions.

In case of mass transportation, children are only allowed to board after the bus stops under the supervision of the driver and under the guidance of the accompanying persons. 5. Safety requirements in emergency situations

5.1. If you feel unwell, have a sudden illness or in case of injury, the student is obliged to inform the accompanying person about this.

5.2. In the event of an emergency (technical breakdown, fire, etc.), as instructed by the driver and accompanying person, students must quickly, without panic, leave the bus.

5.3. In the event of the hijacking of the bus by terrorists, students must follow all instructions without panic and hysteria.

6. Safety requirements at the end of the trip

At the end of the trip, students are required to:

1. General safety requirements for transportation.

1.1. 2. Safety requirements before departure.

2.1. Transportation of children is allowed strictly on the written order of the head of the institution, the order is communicated to those responsible for transportation against signature.

2.2. No later than three days before departure, the traffic police are notified in writing in the prescribed form about the transportation of children in order to take measures to ensure the safety of transportation.

2.3. Responsible persons for the transportation of children must undergo targeted instruction on the rules for the transportation of children with an entry in the register of instructions on labor protection, have mobile communications, a list of children certified by the head of the educational institution, a copy of the traffic police notification of transportation.

2.4. It is necessary to instruct pupils and students on the rules of conduct during transportation with a mandatory registration entry in the instruction log.

2.5. Make sure that the bus is in good working order by waybill and inspecting the bus outside.

2.7. 3. Safety requirements during the trip.

3.1. When driving, discipline must be observed and all instructions from superiors must be followed. It is necessary to promptly inform the person responsible for the transportation of children or his deputy about the deterioration of his health or injury.

3.2. When the bus is moving, it is forbidden to stand and walk in the passenger compartment of the bus, it is forbidden to lean out of the windows and put out your hands in the windows.

3.3. The speed of the bus during the transportation of students, pupils should be no more than 60 km / h.

3.4. During daylight hours, the transportation of pupils who are trained to carry out with the dipped headlights on.

3.9. When transporting pupils studying by two or more buses, the convoy must be accompanied by employees of the traffic police, ATC.

3.10. It is forbidden to transport children in the dark, on ice, in conditions of limited visibility (fog, downpour, snowfall, blizzard), with a storm warning, as well as with a reasonable ban on travel by the traffic police.

4. Safety requirements in emergency situations

4.1. In the event of a malfunction in the engine and bus systems, take the right, pull over to the side of the road, stop and fix the problem. Continue the movement of the vehicle only after the complete elimination of the arisen malfunction.

4.2. In the event that children are injured, it is necessary to provide first aid to the victim, if necessary, deliver him to the nearest medical institution and report this to the administration of the institution, as well as to the victim's parents.

4.3. In the event of a road traffic accident, evacuate children from the scene of an accident, provide first aid to the injured, if necessary, send to the nearest medical institution, report the incident via mobile communication to the traffic police, ambulance and administration of the institution.

4.4. If the engine or chassis of a vehicle catches on fire, immediately stop the bus, evacuate the children to a safe distance and report the incident using a mobile phone to the nearest fire department and the administration of the institution.

4.5. In the event of a bus rollover, take all necessary measures to evacuate children from the passenger compartment through emergency exits, windows, hatches, having previously disconnected the mass.

5. Safety requirements at the end of the trip.

5.1. Pull off the side of the road or drive up to the sidewalk and stop the bus.

5.2. Get off the bus strictly with the permission of the teacher (senior) in the direction of the sidewalk or roadside.

5.4. Check all children on the list.

5.5. Report to the head of the educational institution on the completion of the transportation of children, on the absence of injury to children.

1. These Rules determine the requirements for the organization and implementation of organized transportation of a group of children, including disabled children (hereinafter referred to as a group of children), by buses in city, suburban or intercity traffic.

2. For the purposes of these Rules:

the concepts of "freighter", "charterer" and "charter contract" Federal Law "Charter of Motor Transport and Urban Land Electric Transport";

concept "road safety official" Federal Law "On Road Safety";

concepts "educational organization", "training organization" and "educational organization" are used in the meanings provided for by the Federal Law "On Education in the Russian Federation";

concept "medical organization" is used in the meaning provided for by the Federal Law "On the Fundamentals of Health Protection of Citizens in the Russian Federation";

concept "organized transportation of a group of children" is used in the meaning provided for by the Traffic Rules of the Russian Federation, approved by the Resolution of the Council of Ministers - the Government of the Russian Federation of October 23, 1993 N 1090 "On traffic rules";

3. For the organized transportation of a group of children, a bus is used, from the year of production of which no more than 10 years have passed, which meets the technical requirements for the carriage of passengers in terms of purpose and design, is admitted in accordance with the established procedure to participate in road traffic and is equipped in accordance with the established procedure with a tachograph, as well as satellite navigation equipment GLONASS or GLONASS / GPS and is equipped with seat belts.

For organized transportation of a group of children, when the bus is moving on its roof or above it, a yellow or orange beacon must be turned on.

4. To carry out an organized transportation of a group of children, the driver must have the following documents:

a) a copy or original of the charter agreement concluded in accordance with the Federal Law "Charter of Road Transport and Urban Land Electric Transport" - in the case of organized transportation of a group of children under a charter agreement;

c) a copy of the decision on the appointment of escorting buses by a car (cars) of a subdivision of the State Traffic Safety Inspectorate of the territorial body of the Ministry of Internal Affairs of the Russian Federation (hereinafter referred to as a subdivision of the State Traffic Inspectorate) or a copy of a notification about the organized transportation of a group of children;

e) a list (lists) of all passengers, including:

children (indicating the last name, first name, patronymic (if any) and the age or date of birth of each child, the contact phone number of the parents (legal representatives), points of embarkation and (or) disembarkation of each child, if such points are intermediate (not coincide with the point of departure and (or) the destination of the route);

appointed accompanying persons (indicating the last name, first name, patronymic (if any) of each accompanying person, his contact telephone number);

a medical worker (indicating the last name, first name, patronymic (if any), position) with a copy of his license to carry out medical activities or a copy of an agreement with a medical organization or individual entrepreneur holding an appropriate license - in the case provided for in paragraph 12 of these Rules;

workers and (or) individuals participating in the organized transportation of a group of children (indicating the last name, first name, patronymic (if any) of each employee and individual, his contact phone number, pick-up and (or) disembarkation points of each employee and individual, if such points are intermediate (do not coincide with the point of departure and (or) the destination of the route);

f) a document containing information about the driver (s) (indicating the surname, name, patronymic of the driver, his phone number), unless the documents contain a copy of a notification about the organized transportation of a group of children containing such information;

g) a document containing the procedure for boarding passengers, including children, on the bus (according to documents, including an official certificate, on a voucher, on a student's card and (or) in accordance with the list (s) of passengers, certifying their right to travel) established by the head or an official responsible for ensuring road safety, an educational organization, an organization providing training, an organization carrying out educational activities, a medical organization or other organization, an individual entrepreneur carrying out the organized transportation of a group of children (hereinafter - the organization), or by the charterer, except for the case when the specified procedure is contained in the charter agreement;

h) route of transportation, indicating:

point of departure;

intermediate points of embarkation (disembarkation) (if any) of children, employees and individuals participating in the organized transportation of a group of children;

point of arrival;

places of stopping for meals, short-term rest, night rest (for multi-day trips) - in the case of organized transportation of a group of children in intercity traffic.

Information about changes:

The rules are supplemented with clause 4.1 from October 1, 2019 - Decree of the Government of Russia of September 13, 2019 N 1196

4.1. To carry out the organized transportation of a group of children, the person in charge or the senior person responsible for the organized transportation of a group of children and the coordination of the actions of drivers during multi-day trips must have with him a list of accommodation places for children to rest at night, containing also the name of the legal entity or the surname, name and patronymic (if availability) of an individual entrepreneur who places children on vacation at night or carrying out activities in the field of providing hotel services, or the registry number of the tour operator organizing the transportation in the unified federal register of tour operators.

5. The originals of the documents specified in clause 4 of these Rules are kept by the organization or the charterer and the charterer (if such transportation was carried out under a charter agreement) for 3 years after the implementation of each organized transportation of a group of children, during which there was a road accident with the victims, in other cases - within 90 days.

8. Drivers of buses carrying out organized transportation of a group of children are allowed to drivers who meet the following requirements:

those who have worked as a driver of a category "D" vehicle for at least one year as of the date of the start of organized transportation of a group of children from the last year and one month;

have not committed administrative offenses in the field of road traffic, for which an administrative penalty is provided in the form of deprivation of the right to drive a vehicle or an administrative arrest, during the last year;

those who have passed pre-trip instruction on the safety of transportation of children in accordance with the rules for ensuring the safety of transportation of passengers and goods by road and urban land electric transport, approved by the Ministry of Transport of the Russian Federation;

passed a pre-trip medical examination in the manner prescribed by the Ministry of Health of the Russian Federation.

9. The inclusion of children under the age of 7 years in the group of children for organized transportation by buses when they are on the route according to the timetable for more than 4 hours is not allowed.

Submission of a notification about the organized transportation of a group of children to the State Traffic Inspectorate unit in case the organized transportation of a group of children is carried out by one or two buses, or an application for escorting vehicles with a patrol car (patrol cars) of the State Traffic Inspectorate unit, if the specified transportation is carried out as part of not less than 3 buses, in accordance with the procedure established by the Ministry of Internal Affairs of the Russian Federation, are provided by the head or official of the organization responsible for ensuring road safety, and in the case of organized transportation of a group of children under a charter agreement:

charterer or charterer (by mutual agreement) - if the charterer is an authorized representative of a legal entity or an individual entrepreneur (his authorized representative);

charterer - if the charterer is an individual.

Submission of a notification about the organized transportation of a group of children to the traffic police department is carried out no later than 48 hours before the start of transportation - in intercity traffic, no later than 24 hours before the start of transportation - in city and suburban traffic.

Notification of organized transportation of a group of children may be submitted for several planned organized transportation of a group of children along the same route, indicating the dates and times of such transportation.

When submitting the notification or application specified in the first paragraph of this clause, it is allowed to provide information only about the number of such participants in the carriage with the registration and transfer of the corresponding list (lists) to the driver before the start of the organized carriage of a group of children.

11. At night (from 23:00 to 6:00), organized transportation of a group of children to railway stations, airports and from them is allowed, the completion of the organized transportation of a group of children (delivery to the final destination, determined by the schedule, or to the place of overnight stay) in case of an unplanned deviations from the traffic schedule (in case of a delay on the way), as well as organized transportation of a group of children, carried out on the basis of legal acts of the highest executive bodies of state power of the constituent entities of the Russian Federation. Moreover, after 23 hours the distance of transportation should not exceed 100 kilometers.

12. In the case of organized transportation of a group of children in intercity traffic by an organized convoy for more than 12 hours, according to the traffic schedule, the head or official responsible for ensuring road safety, the organization, and in the case of organized transportation of a group of children under a charter agreement, the charterer or freighter (according to mutual agreement) ensures that such a group of children is accompanied by a medical worker who has a copy of a license to carry out medical activities or a copy of an agreement with a medical organization or individual entrepreneur holding an appropriate license.

Organized transportation of a group of children in the case specified in the first paragraph of this clause without a medical worker is not allowed.

13. In case of unfavorable change road conditions(traffic restriction, the appearance of temporary obstacles, etc.) and (or) other circumstances entailing a change in the departure time, the head or an official responsible for ensuring road safety, the organization, and in the case of organized transportation of a group of children under a charter agreement - the charterer or charterer (by mutual agreement) ensures that measures are taken to promptly notify the parents (legal representatives) of the accompanying children, the medical worker (if there is a medical escort) and the corresponding department of the State Traffic Inspectorate (when accompanied by a car (cars) of the State Traffic Inspectorate).

14. The manager or official responsible for ensuring road safety, organization, and in the case of organized transportation of a group of children under a charter agreement, the charterer shall ensure that an escort is assigned to each bus carrying children, who accompany the children during transportation to their destination.

The number of accompanying persons for 1 bus is assigned based on their location at each bus door intended for embarkation (disembarkation) of passengers, while one of the accompanying persons is responsible for the organized transportation of a group of children on the corresponding bus and coordinates the actions of the driver (drivers) and other accompanying persons in the specified bus.

The appointed accompanying person is obliged to make sure that the children are wearing seat belts before starting the movement of the bus, to monitor their use of seat belts along the way, to ensure order in the cabin, preventing children from getting up from their seats and moving them around the cabin while driving.

The appointed accompanying person is also obliged to comply with the requirements of the head of the organization or an individual entrepreneur - charterer, brought to the attention of the accompanying person during the briefing with him before the organized transportation of a group of children.

Organized carriage of a group of children without an assigned escort is not permitted.

15. If 2 or more buses are used to carry out the organized transportation of a group of children, the head or an official responsible for ensuring road safety, organizations, and in the case of organized transportation of a group of children under a charter agreement, the charterer appoints a senior responsible for the organized transportation of a group of children and coordination of the actions of drivers and those responsible for buses carrying out such transportation.

The numbering of buses during movement is assigned by the head or an official responsible for ensuring road safety, the organization, and in the case of organized transportation of a group of children under a charter agreement, by the charterer and transferred to the charterer to prepare a list of children.

When carrying out transportation by two or more buses, each driver is transmitted information about the numbering of the bus while driving.

16. Organized transportation of a group of children must be carried out using seat belts.

17. In the event that children are on the route according to the travel schedule for more than 3 hours in each bus, the head or an official responsible for ensuring road safety, organizations, and in the case of organized transportation of a group of children under a charter agreement - a charterer or a freighter (by mutual agreement) ensures the availability of food sets (dry rations, bottled water) from the range established by the Federal Service for Supervision of Consumer Rights Protection and Human Welfare or its territorial administration.

18. In the case of organized transportation of a group of children, it is prohibited to allow on the bus and (or) transport in it persons who are not included in the lists provided for in subparagraph "e" of paragraph 4 of these Rules. This prohibition does not apply to cases established by federal laws.

If the passengers specified in the second and fifth paragraphs of subparagraph "e" of paragraph 4 of these Rules fail to appear, their data shall be deleted from the list.

The requirements for the organization and implementation of organized transportation of a group of children (including disabled people) by buses in city, suburban or intercity communication have been fixed.

For the transportation of children, a bus is used, from the year of production of which no more than 10 years have passed. It must correspond in purpose and design to the technical requirements for the carriage of passengers, be allowed to participate in road traffic and be equipped with a tachograph, as well as satellite navigation equipment GLONASS or GLONASS / GPS.

The documents that are required for the transportation are listed.

Those who have continuous work experience as a driver of a vehicle of category "D" for at least 1 year are allowed to drive buses, who have not been subjected to administrative punishment in the last year in the form of deprivation of the right to drive vehicles or arrest for committing a traffic offense.

It is forbidden to include children under the age of 7 years in the group for organized transportation when they are on the route according to the traffic schedule for more than 4 hours.

The head of the organization or the official responsible for ensuring road safety, the charterer or charterer (by mutual agreement) shall ensure the filing of an application for escorting buses with cars of the State Traffic Inspectorate.

When transporting in intercity traffic by an organized convoy for more than 3 hours, according to the traffic schedule, the listed persons ensure that such a group of children is accompanied by a medical worker.

An accompanying person is assigned to each bus. If 2 or more buses are used, a senior responsible for the organized transportation of the group of children and the coordination of the actions of drivers and those responsible for the buses is appointed.

The medical officer and the senior person in charge must be on the bus at the end of the convoy.

If children are en route according to the schedule for more than 3 hours, each bus must have food sets (dry rations, bottled water) from the range established by Rospotrebnadzor or its territorial department.

Resolution of the Government of the Russian Federation of December 17, 2013 N 1177 "On approval of the Rules for the organized transportation of a group of children by buses"


This resolution comes into force on its official publication.

The requirements of paragraph 3 of the Rules approved by this resolution, in part concerning the requirements for the year of manufacture of the bus, do not apply until June 30, 2020.
