The Main Directorate of the Ministry of Emergency Situations of Russia for the Moscow Region continues to confirm the status of one of the most corrupt structures of this department. A little more than a year has passed since the moment when, on May 2, 2012, General E. Sekirin, who headed the Ministry of Emergency Situations near Moscow, was dismissed by decree of the President of the Russian Federation, however, there were no significant changes in the style of work of this organization. Officials of this structure continue illegal activities to destroy the fire service and misuse budget funds. The swollen staffs of the main department, the crisis management center are supported by "cutting" the staffs of the fire service of the district level. It is normal to demand the implementation of instructions without the necessary funding.

The chiefs of the fire departments of the districts are given orders, the implementation of which requires material costs, however, funds and technical support for the implementation of the necessary measures for this are often not allocated. From the leadership of the fire service units, officials of the main department demand "to resolve all issues on the ground." At the same time, it is completely incomprehensible where the federal budget funds “leave”, which, in accordance with Russian legislation, these measures should be “reinforced” (Article 23 of Federal Law No. .10. Federal Law No. 69-FZ "On Fire Safety").

The "normal" style of work of officials of the Moscow Region Ministry of Emergencies is a boorish attitude towards subordinates, violation of their legal rights and freedoms guaranteed by Russian law, as well as shifting the functions of the Central Control Center of the Main Directorate of the Ministry of Emergency Situations of Russia for the Moscow Region onto the shoulders of fire service officials to the detriment of the performance of official duties and the main tasks of the firefighting services defined by Russian legislation (Article 4 .; Article 22. Federal Law No. 69-FZ "On Fire Safety").

I can’t speak for the entire Ministry of Emergency Situations, but the Main Directorate of the Ministry of Emergency Situations of Russia for the Moscow Region in relation to subordinate structures works according to the principle: “We have set a task for you, but we don’t care how you will carry it out. You are obliged to fulfill the order.” Those who served in the army know that if a sergeant-major sets a soldier the task of "digging from now to now", then for this purpose he gives him a shovel. Here the principle is this: "Dig from now to now, and where you get a shovel - we don't care. Decide on the ground." Interesting, yes. Now imagine if the soldiers were told in the army: "Tomorrow you go on the attack, but just look for machine guns yourself. You can ask for a while in a neighboring unit, you can buy it with your money or steal from someone. These are your difficulties." . Absurd? Sheer! But for officials of the Ministry of Emergency Situations near Moscow, this is a "normal" principle for organizing their "subversive" activities.

Of course, their subordinates themselves are to blame for putting up with a boorish attitude and being silent, fearing that they will be fired before they are allowed to complete their retirement. However, with such an attitude, they only contribute to the flourishing of corruption, without informing the relevant authorities about the facts of violation of the law. And, meanwhile, "appetite" of officials of the Ministry of Emergency Situations only grows.

A typical example of this is a real "masterpiece" of legal literacy Order No. 220 "On measures to organize operational management in the Main Directorate of the Ministry of Emergencies of Russia for the Ministry of Defense in responding to emergencies", or rather Appendix No. 3 of this order "Regulations on the operational group of the fire protection garrison", which should not perform the functions of an operational firefighting headquarters, but those functions and tasks that are assigned and are within the competence of the crisis management center of this department. Of course, there is nothing illegal in the very fact of creating such a task force, if a staff of personnel is created for this case, the necessary equipment is allocated in accordance with the necessary list. An, no. Didn't guess. According to this "Regulations ..." the operational group is non-standard and to ensure its activities (daily duty) officials of the fire service are involved, who, in their direct official duties, are responsible for the combat readiness of fire departments, and this is in conditions of a disgusting supply of spare parts for the repair of fire equipment, "cut down" below the normative requirements of the number of personnel and only partially updated due to wildfires in the summer of 2010, the park of fire equipment.

I would like to ask a quite reasonable question to officials from the Ministry of Emergency Situations: "For now, a fire official, being on daily duty in this operational group (with a daily work schedule for official duties), is engaged in the" games "of the Central Control Center in the form of video conferences, leaves after a breakthrough of collectors, a power outage etc. (does the fire department have any forces and means to eliminate these accidents?), and on fires, instead of leading fire extinguishing and rescuing people, or leading his own unit, he runs around with a camera and a video camera, and then organizes for the TsUKS video-online via a laptop (in some villages, in case of fire, for this you can get a pitchfork in the side of the inhabitants), who is responsible for the combat readiness of his unit?And who will be responsible if (God forbid) any emergency occurs in the unit? " But after a daily watch, a person is also supposed to rest. No, we are not even talking about the 3 days of rest prescribed by law. God forbid they would give me a day's sleep.

It seems that officials from the Ministry of Emergency Situations do not particularly bother answering these questions: their own shirt is closer to the body. After all, in order to create full-time operational groups, you will most likely have to "cut back" your overly bloated staff a little. Remember Saltykov-Shchedrin's one work was called "How one man fed two generals." So this is about the fire brigade and the Ministry of Emergency Situations, since soon there will be one firefighter (with such trends), if not two generals, then certainly two officials of the Ministry of Emergency Situations. Of course, a simple man in the street can say: "What do I care about what is happening in this department?" And it will be wrong, because soon the "survivors" (that is, not reduced due to "inflating" the staff of the Ministry of Emergency Situations) representatives of the fire service, due to their small number, instead of extinguishing fires and saving people on them, will only be engaged in "fixing" these fires with the help of photo and video equipment as directed by the Ministry of Emergency Situations. And there will simply be no one to put out the fires.

And for all this, officials from the Ministry of Emergency Situations (specifically the Main Directorate of the Ministry of Emergency Situations of Russia for the Moscow Region) absolutely do not care. They are busy with other, more "important" things. And it seems that they no longer have enough funds from the federal budget for their needs, they need to get access to the regional one. Otherwise, it is impossible to explain the fact that for duty in these operational groups, by the same order No. 220, in turn with officials of the federal fire service, they decided to involve officials of the fire and rescue service of the Moscow Region on their equipment and with their personnel. It seems that the officials of the Ministry of Emergency Situations have completely played their "war games" (it's no secret that the backbone of the bureaucracy of the Ministry of Emergency Situations is made up of former officers of the Ministry of Defense) and do not study Russian legislation at all if they think that they can give such orders to civilian organizations, not coordinating them neither with the management nor with the trade union committee and grossly violating Article 7 of Federal Law No. 69-FZ "On Fire Safety", which states that, unlike employees and military personnel of the federal fire service (who are guided by the "Regulations ..." on service in the Ministry of Internal Affairs and the Armed Forces) "The employees of the State Fire Service are subject to the rights, obligations and benefits established by the labor legislation of the Russian Federation", i.e. Labor Code of the Russian Federation, Collective agreement, agreement between an employee and employer. The employer for the employees of the Moscow Regional Fire and Rescue Service is the head of this organization, and not the Main Directorate of the Ministry of Emergency Situations of Russia for the Moscow Region, i.e. there is direct interference in labor relations between the employee and the employer.

In this case, the leadership of the Main Directorate of the Ministry of Emergency Situations of Russia for the Moscow Region, before "waving a saber", would do well to study, in addition to its own "Regulations on Service", the Labor Code of the Russian Federation, which guarantees the rights and freedoms of workers, including the right to rest and the right to work in your specialty. Indeed, again, for daily duty, officials of the fire service are involved, who are responsible for the combat readiness of fire departments, who, moreover, by agreement with the employer, establish direct official duties and work regulations in the form of a 5-day week and 2 days off. Even in overtime work, the employer has the right to involve the employee without his written consent in accordance with Article 99 of the Labor Code only in the performance of work necessary to prevent a catastrophe, industrial accident, or to eliminate such a catastrophe, accident or natural disaster, as well as in the production of work , the need for which is due to the introduction of a state of emergency or martial law, urgent work in emergency situations, that is, in cases that endanger the life and normal living conditions of the population. But after all, Order No. 220 is not talking about emergency trips (in which the fire service with only fire engines cannot effectively resolve these issues), but about daily duty on an ongoing basis. Those. again, instead of solving fire safety issues (prevention and extinguishing of fires, saving people on them), fire service officials, to the detriment of the safety of the life of the population, should engage in activities that do not correspond to their labor function. But even an employer, in accordance with Article 74 of the Labor Code, does not have the right to do this: “In the case when, for reasons related to changes in organizational or technological working conditions (changes in equipment and production technology, structural reorganization of production, other reasons), the terms of the employment contract determined by the parties cannot be saved, they can be changed at the initiative of the employer, except for changes in the work function of the employee."

Yes, and the duration of overtime work in accordance with Article 99. of the Labor Code should not exceed for each employee 4 hours for two consecutive days and 120 hours per year, and in accordance with Article 91 of the same Code, the normal working time cannot exceed 40 hours per week. So it turns out that if a fire officer has been on duty for a day in the operational group (with a work schedule of 5 days a week and 2 days off), then he has only 2 days left this week to perform his official duties. Ah yes MOE, ah yes well done! It turns out that the country is on fire with a "blue flame", the main thing is personal interests. It turns out that since this year the state has raised their salaries by 2 times, and they not only do not want to work, but also dump their duties on others. And everything would be fine, but the population can suffer from this. Thus, the Ministry of Emergency Situations is not engaged in the elimination of emergency situations, but provokes them itself. Do we really need such an MOE? Although no, we will not yet speak for the entire Ministry of Emergency Situations - but do we need such officials of the Ministry of Emergency Situations?

I would like to believe in the best, but if we continue to be silent, then we will never defeat rudeness and corruption. Our silence only provokes them to more and more "feats". Apparently, the time has come to inform the relevant authorities about the violation of the law. After all, only Order No. 220 of the Main Directorate of the Ministry of Emergency Situations of Russia for the Moscow Region violated 4 Russian federal laws, including the Constitution and the Labor Code. The object of the crime was the boiler room of the Research Institute of Fire Protection in Balashikha, in which not the financial, but the social aspect acquired the greatest weight. High-ranking officials of the Main Directorate of the Ministry of Emergency Situations of Russia signed acts on the acceptance of work performed without checking the fact of execution of the state contract.

Since Soviet times, this boiler house not only heats the institute itself, but also the nearest 13 residential buildings, in which about three thousand people live. And also a kindergarten, which goes to more than a hundred kids from those same houses.

5 years is not a term, but a life lesson

Investigators did not immediately take up this case - almost five years elapsed between the appeal of the institute's employees to the management and the decision to initiate a criminal case.

Back in 2012, the Capital Construction Department of the Ministry of Emergency Situations found money for the overhaul of the aforementioned institute: the reconstruction of workshops for pilot production and maintenance of robotic systems, as well as a boiler room. Highlighted 83 million rubles and independently controlled the spending of these same millions.

The construction was carried out by ZAO SU-336. This was not the first experience of developers. Previously, they repaired the Research Institute. Priorov and a number of other objects. The total amount of contracts in recent years, according to the SPARK system, is about two billion rubles. But lately things have not been going well for CJSC SU-336: so “not very good” that a bankruptcy trustee has already been appointed, and subcontractors and counterparties are waiting for the completion of the bankruptcy procedure. It is also not surprising that the telephones in the SU-336 office are silent and it is almost impossible to contact businessmen.

At the time construction began, there were no complaints against contractors - everything went according to plan: SU-336 independently performed work and reported on all stages in front of the customer. By the end, the representatives of the institute itself shuddered nervously at the mere mention of contractors: “they didn’t finish it here, but here it’s also somehow not the way it should be.” But representatives of the Department of Capital Construction of the Ministry of Emergency Situations dismissed all the claims of the institute's employees as insignificant.

And in the end, as expected, they poked the nose of the "Balashikha" into the papers and declared: a signature or "armchairs". Thus, the leadership of the institute found itself between two fires: on the one hand, the high Moscow leadership, which, perhaps, cashed in on repairs, and on the other - 3.5 thousand people, and a kindergarten, who risk being left without heat.
The management of the Institute even thought at its own expense to put the equipment into operation: well, so as not to swear with the management, and not to leave the kids without heat. But amount was unbearable. Millions of rubles.

Own investigation

Realizing that problems cannot be avoided, and they will either have to sign acts of outstanding work or quit, employees of the Fire Defense Research Institute turned to a private Moscow company for an independent examination of the work performed. According to its results, it turned out that the fears of the engineers of the institute were justified:

And a lot of things have not been done or done in such a way that it would be better not to do it.

The total amount of discrepancies impressed even the Ministry of Emergency Situations themselves: 37 million 840 thousand 541 rubles 70 kopecks. Huge amount. After wiping the sweat from their foreheads, the institute staff refused to take responsibility for commissioning the boiler house.

Complaints of employees of the research institute in the management of the department were ignored. Balashikha engineers began to write statements to various authorities. One of them fired: he took up the topic of the GSU SK in Moscow, initiating a case under the article "Abuse of official powers", and this is up to 10 years in prison. Such a period is at risk of being received by an employee of the central office who signed the acceptance certificate.
Unfortunately, it was not possible to get a comment from the official representative of the Investigative Committee for Moscow on-line, but the PASMI editors keep the situation under control. Moreover, we managed to find out that this year money was again allocated for the repair of one of the boilers in the same boiler room, which was never really completed.

Moreover, it was canceled on August 3, 2017, after which VNIIPO EMERCOM of Russia did not announce new tenders for the repair of boiler equipment, which means that the residential area of ​​Balashikha and the kindergarten entered the heating season with a boiler requiring repair.

The Ministry of Emergency Situations in detail: have there been problems with disaster warning before? How much does it cost to send SMS to all residents of the capital? What violations in the Ministry of Emergency Situations were revealed by the Accounts Chamber? Eduard Belozerov found out.

The flood in Krymsk, Krasnodar Territory, which began on the night of July 7, 2012, was the first serious test for the new head of the Ministry of Emergency Situations, Sergei Shoigu. Including due to warnings of an impending disaster: according to local residents, there were no SMS or other signals - alarm sirens or ringing of bells.

On July 8, Alexander Tkachev, who was then governor of the Krasnodar Territory, said: information about the flow of water going to the city became known to local authorities three hours before the peak of the flood. The head of the Ministry of Emergency Situations himself admitted mistakes two days after the start of the flood.

“Mistakes were made on the part of local leaders and individual services ... Not all the population was notified on time,” Puchkov told the press.

The sudden flood killed 171 people. True, the sudden natural disaster was not for everyone: some of the local officials took the family out of the danger zone in advance. For example, the head of the Krymsky district, Vasily Krutko, the head of Krymsk, Vladimir Ulanovsky, the deputy head of the Department for the Prevention of Emergency Situations and Civil Protection of the district, Viktor Zhdanov, and the head of the Nizhnebakansky rural settlement, Irina Ryabchenko.

Later they were brought to trial: Krutko received six years in a colony-settlement and was released on parole in February 2016. Ryabchenko was sentenced to 4.6 years in a colony-settlement conditionally - they were convicted of negligence, and Ulanovsky sat down for 3.6 years for official forgery. Zhdanov received 4.6 years in prison: he tried to get compensation as a flood victim.

A similar story happened on May 29, 2017, when most Muscovites did not receive hurricane notifications from the Ministry of Emergency Situations. The ministry shifted part of the responsibility to the forecast of Roshydromet - allegedly it did not fall under the category of "emergency". The operators themselves reported that it was the slowness of the Ministry of Emergency Situations that was the reason for such late alerts: people received messages by phone when news of the first victims appeared. In total, 16 people died from the elements, more than 170 residents of the capital suffered.

However, no one has yet answered for such a failure in the Ministry of Emergency Situations or other authorities. According to an anonymous employee of the special headquarters for investigating what happened in the capital department of the Investigative Committee of Russia, active work has not yet been carried out in it: “Everyone is waiting for political will. For warning people in the Ministry of Emergency Situations, the All-Russian Integrated System of Informing and Alerting the Population in Places of Mass Stay of People, abbreviated as OKSION, is responsible. Among such means of notification are large screens in crowded places in 44 cities of the country. TV channels, radio broadcasting, SMS messages and the Internet are also used.

The system was started in 2006. For two years, about 2 billion rubles were spent on its development, and the exact amount of total costs for the system is unknown. The cost of servicing in Moscow alone costs about 800 million rubles, and in the whole country - 6 billion rubles.

However, even the simplest and cheapest notification method - via SMS - does not work.

No one from the top leadership can complain about earnings in the defense department. In 2012, when Puchkov only took over as head of the Ministry of Emergency Situations, his annual income was 5.2 million rubles, and his wife's earnings were 2.4 million rubles. In addition, Puchkov owned 4.5 apartments with a total area of ​​217 sq. m (part of the living space jointly owned with his wife and children), a land plot (1500 sq. m) and part of a garage. The wife owns a Toyota Camry and a garage.

In 2016, the head of the Ministry of Emergency Situations began to earn 12 million rubles a year, received a residential building of 403.1 square meters for use. m. His wife managed to change two cars in two years - a Mercedes-Benz E-class and a Mercedes-Benz GL-class. This is not surprising, because her income grew steadily by 2 million rubles a year: in 2013 she earned 4 million rubles, and in 2016 her annual earnings amounted to 11.8 million rubles.

In September 2016, the press began to talk about the possible resignation of Puchkov from the post of minister. Enough claims have accumulated against him: the death of a rescue team at the Severnaya mine in the Komi Republic, the death of the head of the Ministry of Emergency Situations in Primorsky Krai during a flood, the loss of an Il-76 air tanker and its crew, which flew out to extinguish a fire near Irkutsk, and the systematic underestimation of forest fire areas .

Problems with fires are associated with bureaucracy - with a significant reduction in staff in 2012. The staff of the Federal Fire Service was planned to be reduced by 20% - by 40 thousand people. In 2014, it became known about the problems in one of the fire departments of the Altai Territory: according to ordinary employees, the reduction in staff took place with gross violations of the law. Because of this, local firefighters even went on a hunger strike. In 2016, Kurgan firefighters complained about a painful reduction in wages - by 5,000 with a salary of 15,000 rubles.

Corruption in the Ministry of Emergency Situations

Not everything is in order with the department's public procurement. In 2016, the internal audit of the Ministry of Emergency Situations revealed violations for 10 billion rubles, found 3587 violations in the accounting of property and material assets. Most of the losses were in the North-West - 78.1 million rubles. In 2015, 2,492 cases of underpayment of monetary allowance by 12.1 million rubles were reported.

In the North-West region, the former deputy heads of the Main Directorate of the Ministry of Emergency Situations of Russia for the Murmansk Region, Mark Davidenko and Yulia Kondratieva, became defendants in criminal cases in 2014. Also under investigation were the head of the FGKU "1st Detachment of the FPS in the Murmansk Region" Andrey Lebedev and his deputy Sergey Artamonov.

According to the IC, in the period from 2009 to 2011, Davidenko, as part of a criminal group, stole more than 200 million rubles, which were intended for bonuses to employees of the department, for which he was sentenced to 4 years in prison in a correctional colony of general regime and a fine of 900 thousand .rubles

At the end of October 2016, the Board of the Accounts Chamber published the result of its own audit of the ministry's spending of budget funds. The service revealed overdue receivables of 1.6 billion rubles.

As noted in the report itself, in 2014-2016, the new employees in charge of public procurement in the department did not have “appropriate education in the field of procurement or placing an order for public needs.” Procurement schedules, deadlines for signing additional agreements and concluding state contracts were violated.

Inflated prices were found for the purchase of 110 fire tankers with improved performance characteristics: they were bought for 15 and 16.6 million rubles, although the average cost of conventional tankers based on KAMAZ is only 6.6 million rubles. In 2015, the federal state institution "Center for Activity Support" (DPC) purchased four special fire and rescue motorcycles for 2.6 million rubles apiece, although the estimated cost was lower by 923 thousand rubles.

Some funds were simply inefficiently spent. For example, in 2014, the same data center signed a contract with Zlatoust Arms Company LLC for the supply of 15 sets of dragoon sabers and 15 sets of premium officer sabers for a total of 8.8 million rubles. It was planned to reward the citizens of Russia with these weapons. Apparently, there was no one to award: 360 sets accumulated in warehouses in two years.

Separately, the report touched upon violations of contracts related to the purchase and construction of housing. As of December 31, 2015, the accounting records of the Ministry of Emergency Situations included 63 objects of unfinished housing construction in the amount of 5.7 billion rubles.

Most of them - 3.4 billion rubles (59.7%) - accounted for FKU UKS EMERCOM of Russia, the report noted. In total, financial violations as a result of an audit by the Accounts Chamber revealed more than 3.5 billion rubles.

In the near future, Russian Minister of Emergency Situations Vladimir Puchkov will have to dress up and pay a visit to the Prosecutor General's Office. The expenses of the department headed by Puchkov for 2013-2016 were carefully studied by the Accounts Chamber, which came to the conclusion that with violations the department spent an astronomical 3.5 billion rubles during this time! Corresponding reports will fall on the tables of Vladimir Putin and the Prosecutor General. In addition, the joint venture will also send the results of the audit to the FSB, FAS, Roszdravnadzor, the State Duma and the Federation Council. Thus, the supervisory agency found out that the volume of overdue receivables of the Ministry of Emergency Situations increased by 2.9 times in just a year - up to 1.6 billion rubles. Overdue debt on advanced payments increased immediately by 21 times - from 49.9 million rubles to 1.06 billion rubles. Even in the mean official language of the Accounts Chamber, it is clear that it was time for Puchkov to retire, and then - under investigation: register of contracts concluded by customers, as well as establishing the amount of security for the performance of the contract, as a result of which the amount of the advance payment is not secured by bank guarantees or by depositing funds to the account specified by the customer. The law was violated even in the sphere of the strategically important state defense order. However, it is not surprising: Puchkov has such a personnel policy. The team of the former head of the Ministry of Emergency Situations, Sergei Shoigu, under whom the work of the department was exemplary, was replaced by bribe takers and drug addicts. Major Mikhail Bunakov, appointed under Vladimir Puchkov as Assistant Secretary of State of the Ministry of Emergency Situations, was suspected of addiction to illegal drugs and cadet boys. After videos appeared on the network that captured the pastime of “a person similar to Bunakov”, another exhibit from the personnel collection of the current minister, Deputy Minister Vladimir Artamonov, an “academician of all academies”, tried to shield him. That is, Puchkov's subordinates put almost 3.7 million rubles into their pockets from this purchase alone. The indignation of the rescuers was intensified by the fact that exactly at the same time, the Ministry of Emergency Situations, even taking into account all the cuts, did not have enough 3.8 billion rubles for monetary allowances and salaries! At the beginning of 2016, the situation became even worse: debts to firefighters exceeded 4.5 billion rubles. At the same time, on the New Year, as we have already noted, ordinary employees of the Ministry of Emergency Situations were without money, and the departmental authorities received bonuses and advised their subordinates to take loans. With Puchkov’s “talents”, the rescuers not only have nothing to live on, but also nowhere: according to the Accounts Chamber, out of the 45 housing facilities planned for completion in 2013-2015 by the Ministry of Emergency Situations in the amount of 6.5 billion rubles, only 33 were completed housing facility in the amount of 4.4 billion rubles. A separate topic is forest fires, which, it seems, have not ceased to blaze in Russia since the Ministry of Emergency Situations was headed by Mr. Puchkov. Even when Vladimir Andreevich was a deputy in the Ministry of Emergency Situations, it was clear that putting out fires was “not his job”. After all, it was he who was responsible for the elimination of fires in 2010. And, as a result, the fires did reach the approaches to Moscow. But the leadership of the Ministry of Emergency Situations has the opportunity to drive around the ashes “smartly”: back in the spring of last year, the Far Eastern Regional Search and Rescue Team of the Russian Emergencies Ministry announced its intention to buy 10 Toyota LC Prado cars with a total value of 27 million rubles. But alas, the characteristics of the purchased - household, not professional - drones do not allow this. Chinese-made quadrocopters maintain controllability no further than 2 km and are capable of “flying” at a time for no more than 23 minutes. So with these cars, only spy on the neighbors: what if they have a fire? The next batch of Chinese "toys" will be purchased by Puchkov's department at an inexplicably "inflated" price... of 210,000 rubles. All this against the background of the fact that firefighters, who themselves climb into these fires every day - to put out, to save lives - sit without salaries even on New Year's Eve. “A letter from the ministry came to a friend that the salary for December will be paid in full on January 12th. We tighten our belts and knit the stomachs into a knot,” rescuers shared this news before NG-2016. However, there is absolutely nothing to be surprised at. Indeed, after Sergei Shoigu, the rescue department was headed by Puchkov in 2012, behind whom there were rumors about an addiction to “misuse of budget funds” even before his career take-off. In particular, when Puchkov "directed" in the Department of Civil Protection of the Ministry of Emergency Situations. It's good to be a minister. And a minister-reformer is even better. You reform yourself as God puts on your soul, but of course, taking into account your interests, and in the Kremlin you talk about “changes for the better” that are about to begin. Well, very soon - in a year, two, three, twenty, fifty. And the most amazing thing is that even if the ministerial business concerns the main thing - saving people, their lives, then even here a well-trained minister will be able to tell the authorities another story about difficult circumstances, lack of funding, about the lack of good specialists. And so it happens. And then, in my opinion, the minister turns into an unsinkable ballast, that is, he, the minister, as if he is, depicts some kind of activity, imitates the desire to do “the best”, but according to the results of his work, he seems to be gone. And the general situation is getting worse and worse, turning into a situation of outright danger.

It is clear that we are talking about the head of the Ministry of the Russian Federation for Civil Defense, Emergency Situations and Elimination of Consequences of Natural Disasters, Lieutenant General of the Reserve Puchkov Vladimir Andreevich.

And so that no one doubts everything that has been said above, I will simply give some facts and figures that the Minister of Emergency Situations, it seems to me, prefers not to recall, including in reports to the country's leadership. But I still dare to remind you, since the actions of the head of the Ministry of Emergency Situations of the Russian Federation Puchkov, allegedly aimed at implementing the "Plan for the Construction and Development of the Forces of the Ministry of Emergency Situations of Russia for 2016-2020", judging by the facts below, jeopardized the effectiveness of the functioning of the entire national security system .

History first. Personnel and money.

Misappropriation by the leadership of the Ministry of financial resources and violation of the rules of the budget code, indicated in the Report of the Accounts Chamber of the Russian Federation dated May 31, 2016, ultimately led to a budget deficit of the Ministry of Emergency Situations for 2015-2016. And as a result of the deficit, wage arrears at the beginning of 2016 amounted to about 4.5 billion rubles.

What does Minister Puchkov do in this situation? Appeals to the Prime Minister, to the President, repents of his own oversight, writes a letter of resignation or surrender to the Prosecutor General's Office? No. Vladimir Puchkov finds another no less exciting way out. To compensate for wage arrears, the EMERCOM of the Russian Federation begins the most massive reduction - to date, more than 30% of the employees of the ministry responsible for rescuing citizens have been fired.
And further. Dismissed, of course, not officials of the central office, not assistants, advisers and secretaries of the minister, but the operational staff of the fire departments of the territorial bodies of the Russian Emergencies Ministry. Think about these words. Proof? Please:

And now some numbers. More than 60 percent (sixty percent!!!) of the employees of the State Fire Supervision are being laid off, 100 percent of all firefighters over 45 years old (without taking into account their qualifications, work experience and the degree of demand for specialists, that is, the most experienced professionals have been cut), more than 50 percent of aviators, rescuers of various services, including paramilitary mine rescue units of the Russian Emergencies Ministry, which are planned to be completely destroyed in the future. Of course, this mass dismissal can be presented to the authorities as an economic “optimization”, but in fact, vast territories of the country were left without cover and protection of the population from the consequences of emergencies and incidents.
So in 2014, there were twelve and a half thousand vacant positions in the ministry, and in 2017, thanks to layoffs according to the “Puchkov method”, 58 thousand (fifty eight thousand !!!) vacancies were formed in the Ministry of Emergency Situations, that is, five times more. And, in the majority highly professional rescuers are dismissed. And now the question is: what is the purpose of such a mass vacating of posts? In my opinion, the answer is quite simple: the fact is that the wage fund, financed from the federal budget, is not shrinking, but growing, regardless of massive cuts. That is, the money for salaries of employees of the Ministry of Emergency Situations is allocated in the planned amount, and the number of employees is reduced and, accordingly, due to the presence of 58 thousand "dead souls", huge financial surpluses are formed. It turns out that the bill goes to billions of rubles, which are used to pay off both long-standing wage arrears and other expense items with the help of cunning paper adjustments.

The second story. Manual statistics or where the fires go

Also no less fascinating is the statistics of the "victories" of the Ministry of Emergency Situations, which Minister Puchkov heroically achieved. With the help of amazing digital games in reporting, "the number of fires and deaths is decreasing year by year." But this number is decreasing, as can be seen from the documents, not because of the wise management of the structures of the Ministry of Emergency Situations, but due to manipulations with statistics.

As a result, in the absence of a well-functioning system of departmental control (including in connection with the liquidation of regional centers), the formation of objective fire statistics in each specific subject of the Russian Federation remains solely “on the conscience” of the head of the Main Directorate of the Ministry of Emergency Situations, for whom the fire reduction indicators are one of the main criteria for evaluating his performance by senior management. Today, the facts of violations of the order of statistical accounting are revealed everywhere, but it turns out that these facts are hidden by the top leadership of the EMERCOM of Russia.

Here are just a few terrible examples of recent times: in April 2016, based on the results of the consideration of the complaint and the inspection carried out in one of the Main Directorates of the Ministry of Emergency Situations, the facts of “non-registration” in 2015 of 4 dead were established, and in 4 months of 2016 - already 18 dead. To understand the scale of the all-Russian catastrophe with fires, it makes sense to consider the indicators of the number of fire departments' visits to report fires and fires. So, according to the results of 2015, in the official analysis of the Ministry of Emergency Situations of Russia, 385,696 sunbathing trips were recorded, while at the end of 2013 this figure was 275,939. So, there was an increase in the number of trips in two years by 40 percent (forty percent!!!). But, with an increase in fires by forty percent, the figures of the official reporting of Mr. Puchkov's department are amazing. Attention! It turns out that at the same time, the number of registered fires in 2015 compared to 2013 somehow mysteriously decreased by 4.5% (in 2013 there were 152,959 fires, in 2015 - 145,686). I doubt that citizens are one and a half times more likely to call firefighters by mistake or to ignite a neighboring trash can.

History the third. How much now tanks

In addition to the exciting games listed above with reporting on fires and thousands of "dead souls" paid from the budget, the citizen minister-rescuer, judging by the facts below, is actively involved in some commercial enterprises that make it possible to ensure comfortable retirement years. Of course, I can’t say that there were direct kickbacks in favor of the Minister Puchkov himself, one of his close associates or relatives, but the strange stories that happen with the purchases of expensive fire-fighting equipment at the expense of the budget raise vague doubts about crystal honesty interested persons. Here is just one of those stories.

So, the Ministry of Emergency Situations, including for "providing the World Cup in 2018", needed another fire tankers "with improved performance characteristics of the medium type with a tank volume of at least 3.2 cubic meters." They were needed in a fairly large number, and in 2016 it was decided to purchase a hundred tankers. Of course, from the budget. Moreover, in 2015, the cost of one such tank for the Ministry of Emergency Situations was 16 million rubles, but in 2016, in the bowels of the Ministry of Emergency Situations, the price in the "procurement plan for the year" for some reason is corrected by ... 18 million rubles, for some reason increasing their cost by 200 million rubles.

However, the Main Directorate of the Ministry of Emergency Situations of Russia for the city of Moscow, contrary to the wishes of the minister, conducted an independent review of market proposals and found the average price for tanks again only 16 million rubles. In addition, the disobedient Main Directorate of the Ministry of Emergency Situations of Russia for the city of Moscow informed the authorities that, in accordance with the law, if the purchase amount exceeds one billion rubles, it is necessary to hold public hearings. Which is what was planned.

And suddenly, the Minister of the Ministry of Emergency Situations Puchkov unexpectedly in May 2016 cancels the purchase of fire tankers, and a month later, in June, now in the Main Directorate of the Ministry of Emergency Situations of the Russian Federation for the Republic of Crimea, the purchase of the same fire tanks is announced, with the same technical data and in the same total quantity. But the number is divided into several positions, which made it possible to do without "unnecessary" public hearings. And for the price... 20 million rubles for each tank! That is, the total amount of the order of 1,600,000,000 rubles turned from 2,000,000,000 rubles, forming a “top” of 400 million rubles that disappeared from the budget!

And imagine, the auction for the Main Directorate of the Ministry of Emergency Situations of the Russian Federation for the Republic of Crimea successfully ended and a certain company JSC PO Special Fire Fighting Equipment won, which, as it turned out, received over the past year, probably by a strange coincidence, already more than 50 percent of the entire budget ministries according to the “procurement plan”.

And no less fascinating and inexplicable fact. Here is an extract from one of the official messages of the Ministry of Emergency Situations about the held (and failed) auctions for the purchase of those very ““ fire tankers with improved performance characteristics of the medium type with a tank volume of at least 3.2 cubic meters.” As already mentioned, in order to bypass public hearings, the total amount of tanks purchased was divided into several lots. Here is the official history of one of the lots of ten units:
See for yourself: on May 11, 2016, the auction for the purchase of ten fire tanks by the Ministry of Emergency Situations at a price of 217 million 475 thousand rubles was successfully canceled in Moscow, and on June 29, 2016 (a month and a half later!!!) was successfully held in Crimea, but already at a price ... 240 million rubles. And where did the difference of 22 and a half million rubles go? And this is only for ten out of a hundred fire tanks. Oh yes. According to the technical conditions, all fire tanks were to be delivered not to the Crimea, where the auction was held, but to ... Noginsk near Moscow. Well, it's just an addition.

I wonder why the head of the Ministry of Emergency Situations, Vladimir Puchkov, knowing perfectly well about such, so to speak, "purchases", is politely silent? Maybe he's just busy? Or is he thinking about saving Russian citizens? Moreover, he has a place to think. For example, in a luxury VIP super-liner or in luxury cars bought with budget money.

History four. About a beautiful life

It is interesting how it turns out - as soon as a person becomes a minister, his needs immediately increase significantly, and in strict accordance with the position held. Of course, if he is a minister, then he is supposed to have a plane and a limousine. This is a no-brainer. But for some reason, in most cases, a minister is somehow unaware that the level of his personal benefits (the comfort of flights, travel, and so on at the expense of the state budget) should at least minimally be in line with the general situation in the department entrusted to him. That is, if the ministry is in trouble, say, with the payment of salaries, transport aviation and other priority tasks, then it is somehow not very ethical to buy expensive VIP liners and luxury limousines at the expense of the budget for yourself, your loved one.

So, I will start, perhaps, with the most striking example that took place in the Ministry of the Russian Federation for Civil Defense, Emergency Situations and Elimination of Consequences of Natural Disasters.

For some reason, items aimed at developing priority areas of activity of the Ministry have almost completely disappeared from the procurement plan for the needs of the Ministry of Emergency Situations for 2016. So last year, the purchase of two IL-76 aircraft and a Mi-26 helicopter was excluded, the provision of equipment for rescue military units, Arctic centers, and specialized fire and rescue units was significantly reduced. At the same time, the purchase of machinery and equipment for equipping the airmobile hospital of the Centrospas detachment was excluded, subsidies for the implementation of the state task by aviation rescue centers of regional centers, subsidies for equipping the training and methodological centers of the FPS EMERCOM of Russia disappeared somewhere.

Well, at the same time, by the way, in June 2016, in a number of regional centers of the Ministry of Emergencies, the departments for combating corruption were reduced.

And shortly before the above-mentioned “exceptions”, the Ministry of Emergency Situations, in violation of the main functions and tasks, purchased an aircraft based on the short-haul aircraft RRJ-95LR-100 (Sukhoi Superjet), equipped with a 19-seat VIP cabin and other oligarchic pleasures. And why "in violation of the basic functions and tasks of the Ministry of Emergency Situations"? And because this aircraft does not provide for such additional functionality as fire fighting, medical evacuation, delivery of goods by parachute. And the coloring of the acquired luxury, approved by the minister, does not at all correspond to the “color graphic scheme for painting aircraft of the Russian Emergencies Ministry.

Thus, funds in the amount of (attention!) 1.9 billion rubles (32 million dollars at the exchange rate!) were diverted from the federal budget allocated to ensure the activities and fulfillment of the tasks of the Russian Emergencies Ministry for the acquisition of an aircraft that did not meet the main goals and the tasks of the Ministry of Emergency Situations (the luxury of a minister is clearly not included in the main goals and tasks). And it looks especially strange against the background of the general difficult situation in the aviation support of the activities of the Russian Emergencies Ministry, associated with an aging fleet of aircraft of the IL-76 and BE-200 class, a lack of funds for scheduled and overhauls of aircraft. So the aircraft BE-200 ChS No. RF-32767 was being repaired for more than a year and a half.

But this is not all that Minister Puchkov wanted. As the Accounts Chamber of the Russian Federation managed to find out (which was confirmed and supplemented by my investigation), in violation of the requirements of Decree of the Government of the Russian Federation of October 20, 2014 No. 1084, which limits the luxury of official cars, on February 6, 2015, the Ministry of Emergency Situations purchased two BMW 750 Li Drive cars in the maximum configuration for price ... 13.6 million rubles. And the most interesting thing is that in the purchase, these two luxury sedans were framed as a “mobile control center”.

Also on December 14, 2015, the Ministry of Emergency Situations purchased an AUDI A8 L car in the highest configuration at a price of 7 million 600 thousand rubles, and for some reason this car was also called a “mobile communication point”. And three days later, on December 17, 2015, another BMW 750 Li X-Drive was bought for the leadership of Russian rescuers for 4 million 100 thousand rubles, and this auto-miracle, of course, was also called a “mobile point of contact”. Not bad? It's true? Can you imagine some kind of rescue operation taking place with the help of these multi-million dollar luxury special equipment?

And, as it turned out, two luxury BMW 750 Li Drive cars purchased for 13 million 800 thousand rubles are assigned to the Minister for Civil Defense, Emergencies and Disaster Relief Vladimir Puchkov (I don’t understand why two? On one - the Minister on work, and on the other - the wife to the store?), And the rest of the cars are in the reserve of the Russian Emergencies Ministry "for management."

Here are just a small part of the stories about the "main savior of Russia" and his exploits in the field of saving compatriots. And I would like to hope that the Prosecutor General's Office and other regulatory authorities will still clarify with Minister Puchkov about where the money owed to "dead souls" goes, and also how identical fire tanks were first purchased with budget money at 16 million, and then at 24 million, and where did the difference go.

As it became known to Kommersant, Colonel-General of the Internal Service Vladimir Artamonov, who until May 2017 was Deputy Minister - Secretary of State of the Ministry of Emergency Situations, will soon stand trial for a particularly large-scale fraud. According to investigators, he committed the crime with the former head of the All-Russian Research Institute for Civil Defense and Emergency Situations of the Ministry of Emergency Situations of Russia (FGBU VNII GOChS), Major General Valery Akimov, fictitiously employing his wife, lawyer Galiya Artamonova, at the university. General Akimov compensated part of the damage caused. For the same purpose, the property of the Artamov spouses was seized, the value of which covers the losses of the VNII by 30 times.
A criminal case on the fact of particularly large-scale fraud (part 4 of article 159 of the Criminal Code of the Russian Federation) was initiated by the main investigative department of the TFR in March of this year. According to Kommersant, this was preceded by a series of verification activities at the FGBU VNII GOChS in 2016. According to investigators, in 2013, under the patronage of the State Secretary of the Ministry of Emergency Situations Vladimir Artamonov, his wife Galiya Artamonova was employed as a researcher in this scientific institution. However, a Kommersant source at the institute claims that even without patronage, if there really was one, the head of the All-Russian Research Institute of Civil Defense and Emergencies, Valery Akimov, most likely would have hired Professor Artamonova, Doctor of Law, with great pleasure. This is explained by the fact that at that time the institute experienced a shortage of highly qualified personnel with high scientific degrees, and at that time there were no doctors in its staff at all. Be that as it may, but for three years Galia Artamonova, who is also a lawyer and teacher at other universities of the Ministry of Emergency Situations, received a salary at the VNII GOChS. The total payments amounted to 1,315,634 rubles. (an average of 36 thousand rubles per month). At the same time, the TFR believes that Ms. Artamonova did not conduct any scientific work at the institute.
The investigators believe that the organizer of this scam is Colonel-General Artamonov, who allegedly convinced Valery Akimov to hire his wife at the All-Russian Research Institute. Meanwhile, according to Kommersant's interlocutor in the Ministry of Emergency Situations, being the deputy head of the rescue department, Vladimir Artamonov did not supervise the scientific sphere in it and therefore formally could not influence the head of the All-Russian Research Institute. Another source claims that Generals Artamonov and Akimov were well acquainted and the issue of employment of the wife of the state secretary of the department could be resolved in an informal setting.
It should be noted that Major General Valery Akimov, who began his service in the Ministry of Emergency Situations back in 1994, was the first to lose his post back in November last year. Doctor of Technical Sciences, Professor, Honored Scientist of the Russian Federation, who is also a prominent scientist in the field of interdisciplinary research and the creation of a methodology for analyzing and managing the risk of natural and man-made emergencies, has held the post of head of the Federal State Budgetary Institution VNII GOChS since 2008. Until recently, he was also a member of the scientific councils of the Security Council of the Russian Federation, the military-industrial complex under the government of the Russian Federation, OAO Gazprom and the Ministry of Emergency Situations, and deputy chairman of the expert council of the Ministry of Emergency Situations.
The dismissal of General Artamonov, who, before being appointed Deputy Minister - Secretary of State in 2012, for ten years was the head of the St. Petersburg University of the State Fire Service of the Russian Emergencies Ministry, occurred two months after the criminal case was opened. However, in the department itself, these events were not connected then, stating that Vladimir Artamonov allegedly himself expressed a desire to retire.
All the time of the investigation, and it was very fleeting, all three of his defendants were under house arrest. In addition, at the request of the investigation, the Basmanny District Court of Moscow seized the property of the Artamonov spouses - an apartment in Moscow on Pudovkina Street worth 42 million rubles. and a parking space at the same address, estimated at almost 2.5 million rubles.
The defense of Colonel-General Artamonov in the Moscow City Court yesterday tried to achieve the removal of encumbrances from housing, arguing that the arrested parking space completely covers the damage caused to the state, but she was refused. But Valery Akimov has already compensated a third of the damage caused to his institute.

Corruption, apparently, corroded mainly the “head” of the ministry. Last year, the former head of the department of the Novosibirsk Regional Directorate of the Ministry of Emergency Situations, Renat Aptrashov, was arrested. He was later found guilty of taking a bribe. The official, as the investigation managed to prove, was taken by “greyhound puppies”, more precisely, paving slabs and cement, with which Mr. Aptrashov landscaped his dacha. In return, he undertook to “forget” to draw up a protocol on an administrative offense.
To condemn the "rescuer" was condemned, but the sentence seems more than mild - just a fine.
In May of this year, in Orenburg, the verdict was passed on the ex-head of the supervision department of the Ministry of Emergency Situations, Valery Pitanova. The court found the official guilty on three articles of the Criminal Code at once - fraud, illegal business and abuse of power.

At present, the general continues to destroy people who are not pleasing to him or those who do not want to ensure his well-being - “There is no money, wherever you want, look there - ask, get it” - this is how he turned the employees of the Ministry of Emergency Situations into “beggars” and “got it”. If you interrogate the personnel of the fire brigades of the Irkutsk garrison, it will become clear what the leadership of the detachment is doing instead of fulfilling their official duties.

The extinguishing of fires does not comply with any regulatory documents, the professional training of personnel is extremely low, the time of arrival of fire brigades is corrected by the deputy head of the Main Directorate Nelyubov V.N. The personnel of the garrison of Irkutsk and the Irkutsk region do not know the normative documents regulating the activities of services, fire fighting, classes with personnel are carried out formally or are not held at all. Fire equipment and fire-technical equipment in most cases do not meet safety requirements. Objects burn to the ground, and firefighters only have time to whitewash and paint. Civilian outrage is growing.

Performance indicators do not correspond to reality. There is a concealment of fires that died or were injured as a result of these fires, that is, the indicators are “adjusted” to a level that shows an improvement in the situation in the region, and, accordingly, the “good” work of Eglit V.E. The leaders of UNM hide the real picture (N.P. Argunova, V.V. Pashkov, I.V. Nazarov).

How can the death toll be reduced by several times? - only if they are first shown as injured, and then “forgotten” to be transferred to the category of the dead. And there is nothing to say about fires.

Evaluation of the activities of the Main Directorate of the Ministry of Emergency Situations based on the results of the Moscow inspection (April 2010) - "UNSATISFACTORY".

At present, from February 15 to February 18, 2011, a commission of the Russian Emergencies Ministry worked in the Irkutsk region in connection with complaints received against General Eglit V.E. (“They sorted it out” based on complaints, but it turned out that the “debriefing” depended on the meeting of the commission and, accordingly, after a good meeting, the desired result for the general appeared).

Based on the results of the audit, the commission held a meeting with the personnel of the Main Directorate of the Ministry of Emergency Situations of Russia for the Irkutsk Region, located in the building at 15, Krasnoarmeyskaya St., inviting to this meeting only selected persons close to the general, and they did not recall the rest of the personnel of the Main Directorate of the Ministry of Emergency Situations, although this is more than 3.5 thousand people.

According to the manners and methods of work of the commission, it became clear to everyone - "We came to save General Eglit." Why spend public money? They staged a show in the assembly hall, appointed speakers, from whose speeches it followed that all the complaints received against the general were unfounded and did not deserve attention. And speaking speakers are those people whose names are listed on the front pages of orders for encouragement. It is enough just to read the orders on encouragement for 2010 - one can undoubtedly draw a conclusion about the circle of close associates. Bonuses are paid at 50-80 thousand rubles, or even more, which does not apply to ordinary employees who are breathtaking when they see the sums of bonuses of the general's retinue. And the order based on the results of work for 2010 is not shown to anyone at all - they are afraid that ordinary firefighters will simply scatter if they see amounts that they cannot earn even in 5-10 years. They sent an entire lieutenant colonel to collect signatures in favor of the general - he collected them from "his own". Prizes of such sizes are subject to the Criminal Code of the Russian Federation as abuse (abuse of official powers).

The members of the commission did not leave empty-handed, their luggage amounted to more than 120 kg per person, which is easy to establish at the airport ticket office, since the surcharge for this luggage was made by the mourners!

Major General Eglit V.E. arrived for further service from the Republic of Buryatia. It is surprising that such a high position is occupied by a person who was previously publicly convicted of embezzling state property (at the place of the previous place of service), namely, the privatization of a service apartment purchased at the expense of the state. The fact of misappropriation of funds took place (in the form of appropriation of an apartment), but the reaction of the Ministry of Emergency Situations of the Russian Federation did not follow, moreover, the general was transferred to the Irkutsk region, which gave the general a new large-scale field of activity.

In 2007, the Siberian Republican Center of the Main Directorate of the Ministry of Emergency Situations purchased an apartment with an area of ​​198.2 sq.m. at the expense of budgetary funds. in an elite new building of the Novy Gorod company, as office housing (the cost of the apartment at the time of purchase was 5 million rubles). Subsequently, the said apartment became the property of Eglit Vyacheslav Eduardovich.

To date, his first deputy, Omelyanchik S.A., is acting according to the same scheme. raises doubts, since the latter does not know the location of the doctors' offices of the VVK and will hardly even name the address of the VVK.

In 2006, when in the process of reorganization the regional institutions for civil defense and emergency situations and emergency rescue services of the region were transferred to the operational management of the Main Directorate of the Ministry of Emergency Situations in the Irkutsk Region, the target of the general was the head of the Center for Civil Defense and Emergency Smirnov, who has vast experience in the field of civil defense and Emergency. The general, by any means and methods, forced Smirnov to leave his post "of his own free will", using unfounded accusations of failure to comply with instructions and orders. The goal was achieved in the end, after which he (the general) appointed a person he liked to this position.

The Center for Civil Defense and Emergency Situations published an open letter to the governor with a request to protect their employees from the actions of Eglit V.E. (AS "Baikal TV", 20.04.2006, Tatyana Klimova, website as.baikal.tv). In the same year, the Center for Civil Defense and Emergency Situations was reduced and instead a new institution, bringing income to the general, the Regional Fire Brigade, was formed with an annual budget of one billion seven hundred thousand rubles.

Most of the budget was spent on arranging the personal well-being of the general - arranging an office, repairing and furnishing an apartment, purchasing expensive vehicles (Toyota Camry, 2006 onwards - state number E 001 RA 38, Toyota Land Cruiser-100, 2006 onwards - state number U 001 FROM 38). This fact is confirmed by the submission of the prosecutor of the Irkutsk region No. 7-05-2008 of November 10, 2008, which states that the Agreement between the Minister of the Ministry of Emergency Situations and the Governor of the Irkutsk region should be used for the benefit of the population of the Irkutsk region, and the money should be spent on extinguishing fires. Eglit V.E. money was spent for their own personal benefit. The cost of the items indicated in the presentation of the prosecutor's office would have provided 2-3 fire departments with fire-fighting equipment, but all this "settled in the pocket" of the general, the regional money was used for other purposes.

The leadership of the regional detachment, under the threat of dismissal, fulfills all the whims of the general. So, during the verification of the targeted and effective use of the funds of the regional budget of the OGPS EMERCOM of Russia for the Irkutsk region, carried out from 29.01.2008 to 17.03.2008, according to Act No. 18-11/9, the misuse of budgetary funds was established, namely:

Carrying out repairs, including the installation of plumbing communications and the installation of a shower cabin in the office of General Eglit V.E., in the amount of 125 thousand rubles;

In December 2006 and June 2007, in violation of Articles 38, 70, 163 of the Budget Code of the Russian Federation, the OGPS purchased new imported cars Toyota Camry and Nissan X-Trail at the expense of the regional budget. In fact, this official vehicle was operated by the Main Directorate of the Ministry of Emergency Situations of Russia for the Irkutsk Region and was at the disposal of the head of the Main Directorate of the Ministry of Emergency Situations and his first deputy in accordance with the order dated November 21, 2007 No. obligations of the federal budget. In violation of Articles 38, 85, 161 of the RF BC, non-target expenses in the amount of 134 thousand rubles were written off for the maintenance of these vehicles. According to the Instructions of the OGPS of the Ministry of Emergency Situations of Russia for the Irkutsk Region dated December 7, 2007 from No. 124 to No. 131, on the basis of acts of acceptance and transfer of an object of fixed assets, expensive furniture was received from the divisions, purchased at the expense of the regional budget, and installed in office premises, occupied by Eglit V.E., in the amount of 941,991.44 rubles. In addition, at the expense of the regional budget, the OGPS of the Ministry of Emergency Situations of Russia for the Irkutsk Region purchased expensive items (the price is higher than the market price) and installed them in the office of Eglit V.E. in the amount of 467197 rubles.

From 2007 to 2009, the general spent a certain amount of the regional budget not for its intended purpose. This is also confirmed by a letter from the head of the Central Internal Affairs Directorate of the Irkutsk Region, Lieutenant General Antonov A.A. dated November 25, 2009 No. 16/24-4827. Is it really about such machinations of Eglit V.E. was not known to the leaders of the Siberian Center?

And now Eglit V.E. is trying to convince the governor of the Irkutsk region that all appointments to senior positions in the OGU of the Irkutsk region should be agreed with him, as well as the allocated funds. If this happens, then the Irkutsk region will become poorer by many millions of rubles, and the security of the region, covering the territories in the field of the Ministry of Emergency Situations will remain a minor problem of the Irkutsk region.

As a result, the car was transferred to the temporary possession and use of the Main Directorate of the Ministry of Emergency Situations under the agreement on the use of the vehicle dated November 19, 2006 No. 547.

Eglit V.E. dated 04.12.2006 No. 38/4-378, this car was put on the balance sheet of the State Institution of the PTC FPS for the Irkutsk Region, its operation was fully carried out at the expense of the federal budget. Funds in the amount of 900 thousand rubles were spent on the maintenance of this car from the budget of the Main Directorate of the Ministry of Emergency Situations, which can be verified from the reporting documents. 160 thousand rubles of federal money and the budget of the PTC were spent on the “body kits” of the Land Cruiser alone. How and for what a year it is possible to spend such an amount on servicing a new car (2006 release)? In 2008, this car became the property of the general and registered as a figurehead (in the schedule of 2008, approved by the 1st Deputy Omelyanchik S.A., this car is no longer there). All this can be easily found in the MREO traffic police of Irkutsk (state number U 001 FROM 38).

In the Main Directorate of the Ministry of Emergency Situations of Russia for the Irkutsk region, which has impressive funding, the activities of the financial department, controlled by the general, are of particular interest. So, at present and for a long time, repairs are being carried out in fire departments and other departments of the Main Directorate of the Ministry of Emergency Situations of the Irkutsk Region, but the accounting department of the Main Directorate of the Ministry of Emergency Situations does not actually allocate funds for these purposes. Building and finishing materials are borrowed from entrepreneurs by the heads of these units. Similarly, the repair of fire vehicles is carried out. At the same time, letters are sent to various organizations with the content: “... there is no money for the needs of the Ministry of Emergency Situations, help as much as you can!” Although the organization is budgetary and all expenses are planned in advance.

For 5 years of leadership of Eglit V.E. The Main Directorate of the Ministry of Emergency Situations in the Irkutsk Region lost a lot of good, qualified officers who did not follow the lead of the "insatiable" general. For 5 years of the general’s “activity”, firefighters have forgotten how to put out fires, from morning to evening they paint and whiten everything, and the chiefs of fire departments, in order not to be included in the “black list” objectionable to the general, turn a blind eye to this.

Since 2006, the general has developed and successfully operates the following scheme for receiving funds. Solid cash bonuses are issued to persons close to the general. The circle of close associates, the number of awards and their size is determined by the general. A good example is two orders No. 751, 752, both dated September 15, 2010, which indicate that the general's people received more than 150 thousand rubles under these orders. Such orders are issued with regularity at least every month (sometimes two orders in one day, as indicated above). The grounds for issuing orders and rewarding close associates are legal. Thus, one of the orders dated 09/15/10 was issued to ensure the safety of the 6th Baikal Economic Forum, but the persons encouraged for this were not directly related to the forum, which can be verified by comparing the order on encouragement No. 751 dated 15.09. 2010 and an order to hold and ensure the security of the forum. There are other similar orders: No. 711 of 09/06/2010; No. 413 dated May 26, 2010; No. 189 dated February 5, 2010; No. 92 dated February 4, 2010; No. 542 dated July 1, 2010; No. 957 dated November 19, 2010; No. 874 of October 26, 2010, and so on.

Of the bonuses received by these employees, 50% was collected in the "black" cash desk, which was reflected in the relevant statements. The head of the FEO of the Main Directorate of the Ministry of Emergency Situations, Chumachenko (Golub) I.M., was engaged in collecting funds and maintaining “black” accounting, in which all documents and money were kept in a safe.

The main fund of the "black" fund is formed due to the presence of about 60 vacant positions in the Irkutsk region, for which funds are allocated from the budget, but people are not appointed to these positions. For a long time, the head of the personnel department Vyunova O.V. holds about 60 vacant positions, in fact, people are not appointed to them, but the inspectors are shown a different picture. Since 2008, the Ministry has abolished restrictions on the payment of cash bonuses, after which their amount was increased to 200-400 thousand rubles per employee. Now 70% of the premiums received are going to the “black” cash desk, the turnover of “shadow” funds has increased to tens of millions of rubles a year. To limit the issuance of bonuses that go away from such fees, First Deputy General Omelyanchik S.A. accused the heads of departments of allegedly unjustified filing of a large number of employees for cash bonuses. The number of employees who regularly receive substantial bonuses has been significantly reduced and limited to 15-20 people, who make up this scheme (receipt, receipt in documents and return).

Currently, all supporting documentation and the “cash desk” itself are in a safe, directly in the office of the head of the FEO, whose duties were performed by Sukhanova O.B. (for the period of maternity leave Golub I.M.). These relations are formalized in the form of free receipt of fuel on personalized cards, creating the goal of legalizing this business (Eglit V.E., Nazarov I.V. have cards of OAO Kraisneft).

Although the President of Russia instructed the competent authorities to organize a final inspection in the 1st quarter of 2011, we strongly ask that the Main Directorate of the Ministry of Emergency Situations in the Irkutsk Region be inspected and the perpetrators held accountable in accordance with the current legislation, both on the indicated facts and to pay special attention when checking the activities accounting department, personnel apparatus, legal service, logistics, especially the fire extinguishing service of the Main Directorate of the Ministry of Emergency Situations in the Irkutsk Region.
