In Solnechny-2, the construction of state-owned dacha houses has been completed. They were erected on the site of demolished dachas, the inhabitants of which were evicted. Beneficiaries will live in the new cottages.

State dachas in Solnechny-2 began to be built in 2010. By 2012, 300 new houses were supposed to appear in the village, however, according to the contractor Lenstroyremont CJSC, the rest were abandoned due to missed deadlines. As a result, only 93 houses were built under the program, and more than 1.5 billion rubles were spent on this. The government of St. Petersburg considered the continuation of the program unprofitable and curtailed it.

The dachas are intended for year-round residence for beneficiaries, including the disabled and large families. One- and two-story buildings were put into operation in April 2014. All of them received addresses on practically the only street in the village - Tankistov. Moreover, due to the bureaucratic approach to addressing, the numbers have the following form: Tankistov Street, 30, letters AB, AG, AD and so on up to ESH. Most of the houses are located along Tankers, and about a third are located along the forest at the eastern border of Solnechny-2.

The developer of the dacha town was the construction committee. The progress of the work caused great criticism among the residents of Solnechny-2: the village roads were broken and turned into mud swamps, construction fences were installed everywhere, impeding passage and passage. Only during the construction process were the dissatisfied provided with new housing - in houses built in different areas of the city at the expense of the budget.

As Alexander Skvortsov, deputy head of the Kurortny district administration, told Karpovka, the entire dacha community will remain state property in St. Petersburg (the houses will be transferred to the balance of the Prigorodnoye State Unitary Enterprise). It will be transferred for temporary use to beneficiaries by decision of the Social Policy Committee. The first tenants will move into the new buildings on June 1.

This year, the only road to Solnechnoye-2 - Tankistov Street, coming from the Scandinavian Highway - was reconstructed. It now has smooth asphalt and full two lanes of traffic. As the construction committee told Karpovka today, the authorities intend to launch buses from Sestroretsk to the village.

However, the village was not fully provided with local streets. In accordance with the planning project developed by the Scientific Center for the General Plan of St. Petersburg, bordering streets are proposed around the territory given over to Smolny cottages. However, they decided not to build them now, said Alexander Skvortsov.

Governor Georgy Poltavchenko, who visited the town today, promised that “we will further develop this village in order to complete the project.”

As the press service of the committee reported to Vkrisis.ru, the total area of ​​social housing will be 73,824.1 square meters. m. The country cottages will be located on an area of ​​68 hectares and will be intended for veterans of the Great Patriotic War, heroes of socialist labor, residents of besieged Leningrad, disabled people of groups 1 and 2 and members of their families, groups of citizens with limited mobility. Large families raising 5 or more children under the age of 16, and single mothers with children of the same age will also receive rights to vacation in a dacha village. All dachas will be available for rent to owners. The exact rental price is not yet known.

For each social group, the future project will provide 6 different types of residential premises. These are standard rooms for 1 and 2 people of middle and older age, specialized living quarters for disabled people and people with disabilities for 2 and 3 people, apartments for large families with the ability to accommodate up to 9 people and rooms for 2 residents for single mothers with kids.

The committee promises that all country houses will be provided with water and electricity supplies, gas pipelines, cable television systems, radio and telephone communications. Landscaping will be carried out in the surrounding areas.

Before entering the Solnechnoye-2 dacha complex from the Scandinavia highway, it is planned to equip a guest parking lot for 55 cars, of which 8 will be intended for parking cars of people with limited mobility and people with disabilities.

The entire range of work on the design and first stage of construction of the Solnechnoye-2 holiday village must be completed by the future auction winner no later than December 2012.

At the moment, there is no information on how many houses will be built, but according to the committee, 5,558 people will live in future houses at a time. This number includes both benefit units and their accompanying persons.

As ARIN told VKrisis.ru, on this site it will be possible to build about 500 cottages with an area of ​​120 to 150 square meters. meters in the economy class segment. It should be noted that participation in such a project will be of interest to almost all construction companies that specialize in the implementation of countryside real estate projects. Given the rather difficult situation in the suburban housing market, obtaining a government order will be important for many companies.

Social dachas at non-social prices

Let us remind you that in “Solnechnoye - 2”, “Solnechnoye-1”, “Solnechnoye - 3”, “Komarovo” and other villages of the Kurortny district, there have long been dachas for socially vulnerable groups. Small houses in which several families lived were rented out 5 - 7 years ago for a nominal fee, but today the rent for such dachas ranges from 5 to 30,000 rubles. per season. As they explained to us in one of the regional social security services, the rental price depends on the village itself, its distance from the station, and the size of the area. The cottage can be rented out for the season from May 15 to October 1 or from May 15 to April 1.

The price of 30,000 rubles even for the most good housing seems almost fantastic, since still in the same village “Solnechnoye - 2” the houses are in terrible condition - roofs often leak, interior and exterior decoration suffers. However, picky residents are quite happy with this option. Usually, all economic problems are not so difficult to solve: you write a request to the commandant, and maybe in a day, or maybe in two weeks, the appropriate master will come and repair the roof, or door, or porch. Of course, all these shortcomings are more than compensated for by the excellent location and, in general, well-developed infrastructure. But a veteran can fetch water from the pumps himself or, in extreme cases, ask his grandson.

By the way, about grandchildren. Previously and to this day, not many disabled people or veterans live in country houses, since the bulk of the population are quite healthy and not poor people. These people may be grandchildren, nephews, sons-in-law of veterans or disabled people, or they may also be those who simply paid a symbolic sum to the head of the district Social Security Service or the commandant for living in the village. For reference, 5 - 6 years ago, the price for a small and shabby room in such a house for mere mortals was 30,000 rubles. At the same time, many disabled people and veterans were left without dachas, simply because they could not offer anything interesting to the head of the district Social Security Service.

Most likely, the situation will not change in the case of new dachas. The rental price will probably increase, but it will not be so easy to get dachas for those for whom they are really intended. Deputy of the Sestroretsk municipality Anatoly Krivenchenko is also sure of this.

“Of course, it is necessary to reconstruct the entire dacha stock of Solnechnoye-2, and not build up just one small part with new houses. In general, these dachas are distributed in a known way: those who are close to those in power receive dachas, but the majority of those same veterans and disabled people do not even know that such dachas can be obtained at all. Therefore, as a rule, in this village you can see the same people all the time, but there are a lot of people there from the administration who have nothing to do with these dachas at all. The same will happen with new dachas,” explained Krivenchenko.

Since 2014, citizens of preferential categories have the opportunity to rent the premises of a new well-appointed dacha fund St. Petersburg in the village of Solnechnoye-2. The constructed country houses are designed for 2-4 tenants, provided with water and electricity supplies, gas pipelines, radio and telephone connections. Each room with an area of ​​41 to 131 square meters is equipped with furniture, a shower, a boiler for heating water, and a kitchen. The surrounding areas have been improved and children's playgrounds have been installed. Before entering the Solnechnoye-2 dacha complex from the Scandinavia highway, there is a guest parking lot for 55 cars. The total cost of renting such a summer cottage for the period from 05/15/2016 to 03/31/2017 (10.5 months) ranges from 120 to 245 thousand rubles. depending on the area of ​​the premises (excluding payments for utilities and furniture rental).

Tenants for renting premises in 2016 paid 59.6% of the cost of renting premises, the remaining amount was compensated from the budget St. Petersburg(the coefficient for taking into account the preferential category of a dacha fund tenant is set annually).

The procedure for managing and disposing of the state dacha fund owned by St. Petersburg on the right of ownership, to provide citizens with preferential categories, regulated by Law St. Petersburg dated 04/05/2000 No. 170-14 “On state dacha services for citizens of preferential categories.”

Article 6 of this Law defines the list of citizens of preferential categories:

  • Heroes of the Soviet Union, the Russian Federation, Heroes of Socialist Labor and persons awarded Orders of Glory of three degrees;
  • widows of Heroes of the Soviet Union, the Russian Federation and persons awarded Orders of Glory of three degrees;
  • disabled people of the Great Patriotic War;
  • disabled people of groups 1 and 2 from among war participants and veterans of military operations on the territory of other states (with the exception of persons whose disability occurred as a result of their illegal actions);
  • disabled people of groups 1 and 2 from among rehabilitated citizens who were subjected to unjustified repression for political reasons;
  • disabled people of groups 1 and 2 from among those awarded the badge “Resident of besieged Leningrad”;
  • non-working disabled people of groups 1 and 2 from among those affected
  • as a result of the accident at the Chernobyl nuclear power plant and the Mayak production association, nuclear tests at the Semipalatinsk test site and other radiation disasters;
  • non-working disabled people of groups 1 and 2 from among minor prisoners of fascist concentration camps;
  • families with two or more disabled people of groups 1 and 2;
  • large families with 5 or more children under 16 years of age;
  • single disabled people since childhood who receive a social pension in accordance with the Federal Law “On State Pension Provision in the Russian Federation”;
  • single mothers with children under 16 years of age, if the income for each family member is below the subsistence level in St. Petersburg established in accordance with the law;
  • families with disabled children under 16 years of age;
  • widows and parents of fallen soldiers;
  • citizens caring for a disabled child.

Country premises not provided citizens of preferential categories if they or members of their families are members of dacha construction cooperatives, gardening partnerships, have dachas or houses on private property.

Applications from residents of the Kalininsky district - citizens of preferential categories - are accepted from February 1 to March 31:

The following are attached to the application:

  1. identification document;
  2. documents confirming that the applicant belongs to one of the preferential categories;
  3. MSEC certificate confirming disability;
  4. certificate of registration at the place of residence (form No. 9) if maintaining registration records of citizens at the place of residence to the extent assigned

The decision to provide dacha facilities is made by the Commission for the provision of dacha premises for rent under the district administration after the completion of receiving applications. The Commission's decision is posted on the administration information board or communicated by telephone.

The commission makes a decision on the basis of an individual approach to each citizen who applies, taking into account his state of health, the financial situation of his family, the socio-psychological climate in his family and the possibility of using other forms of health-improving recreation. The objects of the state dacha fund are provided to the tenant and his family members living together with him as a single family.

At the end of May, Smolny loudly presented new state dachas in the village of Solnechnoye-2. They were built on the site of old state dachas that had fallen into disrepair. In addition, for the sake of new buildings, some of the trees were cut down and a decent road was made. The new houses are distinguished by unprecedented comfort - they have running water and sewerage.


IN There are 93 houses, they are divided into 3-4 rooms and can accommodate 344 families this season. The construction of new dachas cost the city 628 million rubles. “City 812” tried to figure out who would get these dachas.

Who lives in little houses

In Soviet times, families of the city nomenklatura - party and co-workers, directors of enterprises, newspaper editors, etc. - vacationed in state dachas on the coast of the Gulf of Finland. The conditions were not very luxurious: a house for two or three families, water on the street, sewerage - a cesspool, but in Soviet times it was considered normal for grandmothers and grandchildren taken out into the countryside. But now times have changed.

As stated in the State Unitary Enterprise DO "Prigorodnoye", they manage all state dachas, all dachas built in Solnechny-2 will go exclusively to beneficiaries - disabled people and veterans (in principle, they are designed for them: there are ramps for entry in wheelchairs, etc. ). For the rest of the state dacha settlements there is a quota: half of the dachas go to beneficiaries, half to commercial rental.

For example, an apartment (a room of 13 meters and the same veranda) in an old dacha built in the 1960s costs the tenant 80 thousand rubles a year (the year lasts from June 1 to March 31), and the recipient - 4 times less.

In Solnechny-2, housing for beneficiaries will be more expensive - from 55 to 130 thousand per apartment, because you have to pay for comfort. The price depends on how many apartments the house is divided into: large families (if they have enough money) have a chance to get the entire house.

Among beneficiaries, competition for dachas is quite high, but some paid dachas are still unoccupied. Of course, the least comfortable. According to representatives of the State Unitary Enterprise, any Russian citizen can become a paid tenant, who only needs to submit an application to the State Unitary Enterprise, preferably no later than January, in order to ensure his choice.

But there are no special tariffs for civil servants, although there are rumors that officials live in state dachas. But Prigorodny refutes them.

For beneficiaries, dachas are distributed by regional social security. They say that the first on the list is always the “military category” - disabled people and WWII participants, residents of besieged Leningrad, minor prisoners... For example, in the Kalininsky district, 70 percent of subsidized dachas go to war victims. The rest are distributed among families with disabled children and large families (with 5 or more minors). This year, 234 residents applied, about 5 percent of them were denied (there were not enough benefits). 150 beneficiaries were provided with dachas, the remaining applicants were placed on reserve.

In the Vasileostrovsky district, the ratio is as follows: 17 dachas were handed over to war participants, 29 to blockade survivors, 3 to single mothers, one to a large family, 3 to rehabilitated citizens, 5 to families with disabled children, 2 to fascist prisoners. The heads of social security services assure that there is no serious struggle for these dachas: they are in very poor condition. Solnechnoye-2, of course, is an exception, but, firstly, these dachas cost more to tenants, and the money must be paid immediately. And secondly, the recruitment of residents proceeded at a whirlwind pace: the dachas were handed over on May 20, and occupancy began on June 1. In 10 days, not many candidates were found: most of those who were in reserve had already found other options. In the new village, the proportions of beneficiaries remain the same: mainly, there are blockade survivors and there is one family with many children.

“We satisfied 62 applications out of 92,” says Nadezhda Klassen, head of the social security department of the Vasileostrovsky district. - Sometimes people themselves refuse when they see these houses with a toilet on the street. For Solnechny-2 there were 29 applications, 18 were satisfied. Yes, there is a risk that the dachas actually go not to the siege survivors, but to their families; young people live there who can afford to rent a home for themselves. We go to the site three or four times a season and check. But although these signals are regularly confirmed, we only had one case where it was possible to terminate the contract due to such circumstances. Usually grandchildren say: grandma left for her pension. Or wash in an urban environment. And it is impossible to verify this.

As a rule, neighbors complain about the inappropriate contingent - a country house is rarely rented out entirely, and the audibility between the rooms is excellent. Put yourself in the shoes of an old grandmother, who was promised that a quiet and modest woman of the same age would live in the next room, and instead her granddaughter and two loud-mouthed great-grandchildren move in. It’s no wonder that summer residents complain about their violating neighbors to social security.”

In the Kalininsky district they assured that not a single family lives in the same dacha for more than two seasons in a row. There are more old-timers in Vasileostrovsky - there you can extend the lease up to 5 years. Moreover, the residents are trying to improve these dilapidated houses.

Single mothers can count on getting a dacha only if the income per family member does not exceed the subsistence level - i.e. a mother of one child should earn no more than 17 thousand rubles a month. And at the same time, be able to shell out 15-20 thousand rubles for renting a room.
On the parents' forum, the new village is not very praised. Thus, the family of a disabled child was offered half a house for 100 thousand rubles a year, plus 8,000 for renting furniture and 30 thousand for utilities. “We saw these dachas. I won't go there for a hundred thousand. Maybe the houses are better than the old ones, but the territory has been ruined. It's a forty-minute walk to the bay. True, walk past one-story houses, yes. The trees were all cut down. Those who have a hundred thousand can rent it better for the summer...”

“They promised to connect water and gas, but they haven’t connected it yet. But the tricolor antenna is already there.”
“We have already been refused four times in the Vyborg region. They give it exclusively to veterans, and in fact to their grandchildren.”

“We went to see Solnechnoye 1, 2 and 3. For the dacha (room 13.4 m² plus veranda 13.8 m²) you need to pay 21 thousand per year. It is clearly visible that there will be no place to park the car...”

Why are dachas burning?

State Unitary Enterprise DO Prigorodnoye, although it is a state-owned enterprise, is struggling for profit. 4 years ago it was unprofitable, but now it is making ends meet. Nikolai Podzigun, General Director of the State Unitary Enterprise, told City 812 how this happened.

To make the work break even, we had to take unpopular measures - raise rents, reduce the number of employees. And the quota - 50 percent beneficiaries, 50 payers - has to be strictly maintained, although many applicants - large families and single mothers - are left without dachas. True, this season there will be more beneficiaries. By the way, they pay more accurately, and among commercial tenants there are many cunning people who do not pay rent and utilities for years, knowing that they can only be evicted in court. We have not lost a single case, but all these litigations take a lot of time.

- How many dachas are at your disposal now?
- Twenty years ago it was 2,500, now it’s about two thousand. This is the total number of houses, and each has 2-3-4 apartments. Soon Solnechnoe-2 will be added to the balance sheet, so there will be almost 2,100 houses. 30 percent of them are, so to speak, in good condition. The rest are in rather poor conditions; living there is not very comfortable, because there are no public amenities: a toilet on the street, water at a pump. About 16 houses are in frankly disrepair. And there are 12 more dachas, not counting Solnechny-2, on the contrary - in the ideal: a toilet in the house, a bath, and heating. Ideal dachas will cost the employer from 400 thousand rubles to a million. The dacha is in good condition - 300 thousand per year, if it is Solnechnoye-1, that is, the best village, close to the city and the bay. And if in Ushkov - then 230 thousand. But don’t forget to also calculate utilities and insurance.

- Is it still possible to privatize the State Property?
- It was possible until 2012, even under Valentina Ivanovna. Naturally, only commercial ones. In total, about 400 dachas were transferred into ownership; they were sold at auction in the Property Fund, and there were several dozen applicants for each. The cheapest plot cost 3.5-4 million rubles. It all depends on the size of the plot and its location, and not at all on comfort. The most expensive plots amounted to a million per hundred square meters - and there could be 10 or 15 hundred square meters. (Expert realtors claim that these prices are lower than market prices. - N.A.)

True, there are several cases where state dachas were privatized not at auction, but because citizens were registered in them. It didn’t come to real privatization: we had to negotiate with all the residents, promising them city apartments if they were released from their dachas. There were about 30 families of these - mostly former or current employees of the State Unitary Enterprise DO Prigorodnoye. Now, as they say, it is impossible to obtain registration at the state dacha.

- For some reason, state dachas often burn. Who benefits from this?
- Over the past 4 years, about seven dachas have burned down - in Gorki, Komarov, Zelenogorsk. Firefighters say there is no crime. The reason is faulty wiring or makeshift heaters in winter. All dachas are insured for book value - of course, it is not enough to build new dachas. But to build some new, elite house on the site of an old house is unreasonable; villages should have identical houses. It will be more convenient for us if all beneficiaries are concentrated in one place, so that it is easier for them to provide medical care. Therefore, these ashes are not destroyed and not built up .

Warm days in the fresh air and with all the amenities. The social dacha project has not lost its relevance for many years now. More than a thousand guests are expected in the village of Solnechnoye-2 this summer. Their life bears little resemblance to the ordinary life of summer residents with vegetable gardens and greenhouses. Rest is more of a European format. Housing is provided to veterans, disabled people, and large families. Alexey Zhukov learned that even folk artists prefer such a break from city life.

- Everything is working. Fridge. The refrigerator was also present in that social dacha, but here it is a new, large, convenient one. There is a gas stove, there is an extractor hood, we have already used the oven.

This is the first summer that the Kotkov family will spend in Solnechny-2. They have something to compare with. Social dachas are being provided to the oldest in the family: blockade veterans for the fourth year in a row. The previous one was in Repino. According to the residents: heaven and earth.

Tatyana Kotkova, member of the veteran’s family:“You see, you can take a shower here, it’s very convenient for old people. It is low and convenient to climb in and take a shower. Both hot and cold water, well, of course, for shaving. I’m just grateful that such convenience has been established here for our old people, well, we don’t even have that at home.”

While children and grandchildren proudly show off their property, veterans who have earned this benefit calmly bask in the sun and breathe fresh air. The older generation didn’t ask anyone for benefits—they weren’t used to it. Impressions are shared concisely.

Rudolf Kotkov, veteran of the Great Patriotic War:“Fine, good, great. The weather is fine, there are few people. I have breakfast, get dressed, go for a walk, it’s a useless life, to be honest.”

Relatives try to ensure that the daily program does not seem so monotonous. Solnechnoye-2 is only a quarter completed so far. The second and third phases will include a stadium, a cultural and leisure center, a cafe and, possibly, a swimming pool. But, as the director admits, these benefits will have to wait.

Alexander Shpakov, director of the Solnechnoye-2 village:“There are some problems with entertainment, because there are no playgrounds yet. But as of today, further promotion has been suspended; apparently, this will continue from 2018-2019.”

TV, books, Internet - all this is already there. A pharmacy and a first-aid post are now on the list of essentials. There are now 345 apartments in Solnechny-2. There would be demand, but it would still be unprofitable for entrepreneurs.

And then you understand: no cucumbers, no tomatoes, no smell of country kebabs, the only thing you can do is grow flowers. Next year, someone else can rent the house and completely settle in - that’s not allowed. Plus, strict rules protect the health of the guests so that they don’t bend over backwards over their garden beds.”

The only exception was made for special guests. Pupils of the Peter Shad youth theater - and these are children with disabilities - were allowed to lay out beds and set up greenhouses.

Irina Rogaleva, director, artistic director of the Peter-Shed Youth Inclusive Theater:“This training in household skills means they learn to cook, they learn to take care of themselves, and in general, they learn to live independently. I think this is a very important task, because what we do in the theater, playing out different life situations that they may encounter, they know how to do it, but they don’t know how to live in everyday life.”

Subsistence farming, coupled with all modern benefits, is an invaluable experience for those who simply need to learn to live in society independently. Internet, television - it exists. There is, perhaps, only one thing - analogues to this place in St. Petersburg and Russia.

In confirmation of the worthy status of such an institution as a social dacha, Roman Gromadsky comes out of a rural grocery store. It turns out that even the people do not disdain such summer holidays.

The price is affordable, and the scheme has been developed for those who move to fresh air for the entire 12 months: they rented out a city apartment, rented a social dacha, and also earned extra money.
