How is traffic regulated?
The rules are applied through the use of various types of traffic signs, which are warning, information and other boards with briefly indicated information. The placement of traffic signs in pictures is carried out in the field of view of drivers, if necessary, informing them in advance about the approaching problem section of the road, about changes in travel conditions, about road repairs and many other facts.
Road traffic signs are accompanied by well-known thematic images and design. They are applicable in all countries and reflect the same essence. The principles of operation of traffic rules signs, as a technical means for ensuring traffic safety on the roads, are similar in many countries; they may have some differences.
On the territory of Russia, traffic signs and their designations are in force in accordance with the UN convention and the latest European standards. To organize safe road traffic, all modern means are used: road design is carried out, the movement of vehicles and pedestrians is optimized, and measures are taken to reduce the traffic load.
In addition to traffic rules road signs, traffic control means include optical devices that provide light signals in accordance with the situation on the road. Traffic lights regulate the movement of all types of transport and pedestrians, and reversible traffic lights ensure traffic safety in multi-lane traffic flows. Road markings also refer to technical means of traffic control.
How signs are installed
By supervising the placement of traffic rules road signs, traffic police officers assess the situation on the road in a specific place. If they come to the conclusion that it is necessary to install a sign, if there are statistics of violations or incidents, they make an idea about the need to install a technical device and a number of authorities consider this problem.
The conclusion about the necessity, timeliness and correctness of installation is made by the specialists of the traffic police department. The responsibilities of each employee include monitoring the already installed signs. To monitor compliance with traffic rules, the Russian State Traffic Inspectorate everywhere uses various modern systems for monitoring traffic and recording rule violations.
Descriptions of road signs with explanations
All signs installed on roads must be designed strictly in accordance with state standards, which specify the types of materials, color, brightness coefficients of reflective elements and other requirements for signs. All road signs are divided into eight groups, have their own numbering and certain placement requirements. Novice drivers can consolidate their knowledge by looking at road signs with descriptions.
Warning signs (group 1) notify road users that they are approaching unsafe areas. Drivers should be especially careful in these areas and be aware of the type of terrain they are driving on. In rural areas, warning signs are installed at longer distances (150-300 m) from dangerous areas, and in populated areas 50-100 m away.
Information signs (group 6), as well as service signs (group 7) and additional information (group 8) serve as unique guidelines for drivers. Such signs are installed to inform drivers about nearby cities, recommended speed limits, services provided nearby, the location of hospitals, hotels and other important facilities. Information type signs are of a clarifying nature and can also act as delimiters.
Do signs always work?
It should be taken into account that the effect of temporary road signs has priority over stationary traffic rules signs and the driver must continue driving according to the instructions of the temporary road sign, if available.
On dangerous sections of the road, when traffic is difficult, when there are changes in markings, or when unusual situations arise, a traffic control post is set up; in these places, vehicles move according to the instructions of the traffic controller.

Prohibition signs are used to introduce certain restrictions (prohibitions) on movement, as well as to cancel some previously introduced restrictions.
In other words, the driver, seeing prohibitory signs, must understand that he is not allowed to do something. Otherwise, he will face administrative punishment.
It is important to remember that all prohibitory signs in their “pure” form begin to operate directly at the place of their installation.
In general, prohibition signs are one of the most difficult topics. Firstly, there are quite a large number of such signs, and each of them is a unique phenomenon of its kind. Secondly, they are actively used in traffic regulation practice. Thirdly, the principles of operation of these signs have a large number of exceptions. All this makes their study a very problematic and even dreary task.
To simplify and optimize the understanding of this group of road signs, we will try to systematize them. In principle, all prohibition signs can be divided into several groups.
The first group consists of signs that either prohibit entry into a certain area or prohibit movement through it. This is the family of characters 3.1 – 3.10, 3.32 and 3.33.
The second group is signs that prohibit the movement of vehicles exceeding a certain weight or dimensions. This group includes the family of signs 3.11 – 3.15.
The third group is prohibitory signs that prevent further movement without a mandatory stop. The driver will be able to continue driving only after receiving permission from officials controlling traffic along the road section. This is the character family 3.17.1 – 3.17.3.
The fourth group of prohibitory signs are signs 3.18.1, 3.18.2 and 3.19. They are united by a ban that is introduced for driving in certain directions (right, left or turning).
The fifth group of signs are prohibitory signs that introduce or cancel a ban on movement in a certain mode. This large family includes signs 3.16, 3.20 – 3.31.
Following this classification, we will tell a story about the rich and diverse world of prohibition signs.
One last note: prohibitory signs prohibit only what is prohibited, and only to the person forbidden. This construction, of course, is not ideal from the point of view of Russian literature, but it is very effective. In other words, if the sign does not concern you, and also does not concern the maneuver you are planning, then it does not prohibit you from doing anything. Always remember this!
Group 1: signs prohibiting entry or movement
Prohibition signs 3.1 – 3.10, 3.32 and 3.33 indicate sections of the road along which traffic participants are strictly prohibited from moving.
Formally, these signs do not have a coverage area: they “work” only at the place of their installation (on the installation line). And if a road user managed to get to a section of the road marked by one of the signs from another entrance (not marked by the same sign), then he will not violate the traffic rules and will be able to continue driving.
3.1. "No entry"
In common parlance – “brick”. The sign prohibits entering the section of road or lane located behind it. This could be a section of a one-way road, an exit from a gas station or parking lot, or a lane for fixed-route vehicles.
The qualifications of the section of road behind the sign are absolutely unimportant. It is important to strictly comply with its requirements: do not cross the “brick” installation line. But you can move along such a section of the road, but only after arriving at it from another direction (another entrance), where such a sign is not posted.
3.2. "Movement Prohibition"
The effect of this sign is very similar to the requirement of the previous “No Entry” sign. It is also prohibited to cross the installation line of this sign.
However, the “No Traffic” sign excludes not only entry into the road section, but also the movement of vehicles along this section. In other words, all entrances to this road (both rear and side) must be equipped with the same signs - “Traffic prohibited”.
Consequently, such a road is simply not designed for traffic.
3.3 “The movement of motor vehicles is prohibited”
This sign, like its predecessor, prohibits driving on a certain section of the road. However, it somewhat reduces the list of traffic participants who are prohibited from moving here. Now the restrictions apply only to drivers of motor vehicles.
Consequently, drivers of bicycles, horse-drawn vehicles and other non-motorized vehicles can travel on such road sections without danger.
3.4 “Truck traffic is prohibited”
This sign further reduces the list of vehicles whose drivers are strictly prohibited from entering the designated section of the road. Now these are trucks or combinations of vehicles (with or without trailers), whose permissible weight exceeds 3.5 tons. Tractors and self-propelled vehicles also fall into this category.
There are cases when another characteristic of the permitted maximum mass may be indicated on the white field of the sign.
In this case, movement will be prohibited only to those vehicles whose permissible maximum weight exceeds the parameters indicated on the sign. In this case, this limit is defined as 8 tons.
It's important to remember that the validity of this sign does not apply to those vehicles that are designed to transport people.
3.5 “Motorcycles are prohibited”

These two signs are by no means difficult to understand and understand. They indicate a section of the road on which the movement of appropriate vehicles is prohibited - motorcycles and sidecars, on the one hand,
and tractors and self-propelled vehicles, on the other.
Other traffic participants may ignore the fact that such prohibitory signs are installed.
3.7 “Driving with a trailer is prohibited”
The “No Trailer Driving” road sign, despite the apparent simplicity of its name, is incredibly insidious. And to strictly follow its instructions, it is necessary to correctly qualify them.
This sign does not prohibit the movement of all vehicles traveling with a trailer (or semi-trailer). Its prohibitions apply exclusively to trucks, as well as tractors and self-propelled vehicles. Naturally, when they are coupled with trailers or semi-trailers.
In other words, drivers of cars and motorcycles with trailers (with a cradle, for example) are not subject to the specified prohibition sign.
However, there is another insidious point about the “No Trailer Driving” sign: it prohibits any towing of motorized vehicles.
So, drivers of cars and motorcycles who use trailers can safely move into the area where the “Trailer Driving is Prohibited” sign is located. But they must sacredly remember the ban on towing here.
3.8 “The movement of horse-drawn carts is prohibited”
The sign we are interested in is used to prohibit the movement of horse-drawn carts; sleighs pulled by draft animals; riding or pack animals.
In addition, it is prohibited to drive livestock within the road within the sign's coverage area.
3.9 “Bicycles are prohibited”
3.10 “Pedestrian traffic is prohibited”
The first sign restricts the movement of bicycles, mopeds, motorcycles, scooters and other vehicles belonging to a similar category.
The second sign prohibits the movement of pedestrians along the section of the road indicated by the sign.
Both signs pursue one good goal - to protect the most vulnerable road users.
3.32 “Movement of vehicles with dangerous goods is prohibited”
3.33 “The movement of vehicles with explosive and flammable cargo is prohibited”
These signs are highly specialized. They apply to those drivers who transport dangerous goods (in general)
or specific types of dangerous goods - explosive and flammable.
The qualification of both signs is very simple: drivers of such cars are strictly prohibited from driving on the section of road indicated by the sign.
Special cases of prohibition signs of group 1
We examined the action of the signs of this group in the so-called “pure” or ideal form. However, we cannot ignore the fact that most signs in this group have exceptions. Thus, a number of drivers (for example, drivers of route vehicles, disabled people, etc.) may ignore the effect of some prohibitory signs of this large family.
We will consider all exceptions regarding prohibitory signs of group 1 specifically - at the very end of our story about prohibitory signs.
Group 2: signs prohibiting the movement of vehicles exceeding their dimensions and weight
The second group of prohibition signs is a small family of signs 3.11 - 3.15, which restrict the movement of vehicles if their actual weight (total or per axle) or dimensions (height, width, length) exceed those indicated on the sign.
All five signs are installed in front of sections of roads where travel is simply impossible without imposed restrictions (railway crossing with overhead wire, pipeline, tunnel, bridge, overpass, narrow section of road, etc.).
3.11 "Weight limitation"
3.12 “Limitation of mass per vehicle axle”
These signs are installed on sections of roads where it is advisable to introduce restrictions on the pressure exerted by a vehicle on the roadway. Bridges, overpasses, overpasses and other artificial structures can only withstand the load determined by their standards and design. To avoid destruction, the weight of vehicles moving through such areas is limited by this pair of prohibition signs.
Let's make a reservation right away: the weight indicated on the signs is actual, or "now". This is the mass of the vehicle at a given moment, so do not confuse the actual mass with the permitted maximum.
The first sign prohibits the movement of vehicles (including with a trailer) if its actual weight exceeds that indicated on the sign.
The second sign applies to those vehicles in which the load on any axle (wheel pair) will exceed the value indicated on the sign.
As a rule, these signs “work” for trucks, tractors and self-propelled vehicles. This is due to their large dimensions.

This family of prohibition signs is very informative. Each of them imposes a ban on the movement of vehicles (with or without a trailer, with or without cargo) if its corresponding dimensions exceed those indicated in the sign field.
These signs are very often used in front of spans of artificial structures, tunnels, and utility lines.
Signs limiting the length of vehicles are used to prohibit traffic on narrow streets and other areas where oncoming traffic may be difficult to pass.
By the way, these signs are one of the few that introduce a physical ban on movement. If their demands are ignored, an accident becomes inevitable..
Group 3: signs prohibiting further movement without mandatory stopping
The third group is prohibitory signs of the 3.17.1 – 3.17.3 family, which exclude further movement of vehicles without a mandatory stop. The driver must stop before the sign. He will be able to continue driving only after he receives permission from the official controlling traffic along this section of the road (customs officer, Ministry of Emergency Situations, control post, checkpoint, etc.).

The “Customs” sign is used to designate a customs post. The driver will be able to drive further only after inspection and permission from a customs officer.
A temporary “Danger” sign imposes a ban on further movement without permission due to an emergency or some other situation affecting road safety on a section of the road.
The “Control” sign signals the presence of a checkpoint or quarantine post, entry into a restricted or closed territory, border zone, etc.
Thus, all the signs in this group require the same thing from the driver: he is obliged to stop near the sign and continue driving only after receiving the appropriate permission from officials.
Group 4: signs prohibiting movement in certain directions
The fourth group is signs 3.18.1, 3.18.2 and 3.19, which prohibit movement in certain directions - right, left, and turning.
The driver, seeing these signs, must remember two important circumstances:
- These signs can only be installed in front of intersections (crossroads or entrances to the adjacent territory);
- These signs prohibit only the maneuver that is prohibited; in all other directions the driver can safely move.
3.18.1 “Right turn prohibited”
This sign, judging by its capacious and informative name, prohibits right turns. The coverage area of a sign is the intersection in front of which it is installed. This means that at this very intersection the driver must refuse to turn right.
However, in all other directions - straight, left and in the opposite direction - the driver can proceed without fear of violating traffic rules and being punished.
Very often in large cities, intersections can be formed not by one, but by two or more intersections of roadways.
In this case, the “No Right Turn” sign will be valid only at the first intersection in front of which it is installed. The sign no longer regulates moving to the right at other intersections (however, other sections of the traffic rules may prohibit this).
3.18.2 “Left turn prohibited”
The effect of the “No left turn” sign is absolutely similar to its “brother” - the previous sign prohibiting right turns. There is only one adjustment - it prohibits turning left.
It is also installed before the intersection, and has the same effect only at it.
If there are several intersections of roadways, the sign is valid only at the first of them.
And one more important note. No left turn sign only prohibits left turns, but allows U-turns. The driver must remember this.
3.19 “U-turn prohibited”
A “No U-Turn” sign is installed in front of an intersection if there is a need to prohibit this complex and very dangerous maneuver here. In this case, the sign’s coverage area is the very intersection in front of which it stands.
As with the previous two signs, “No U-Turn” only prohibits U-turns, but allows other maneuvers. Including left turns.
Let's make a small remark regarding the signs of group 4. All three signs have exceptions to the general rules: they can be ignored by the driver of a route vehicle. But we will talk about this in more detail at the end of this article.
Group 5: signs introducing or lifting traffic bans in a certain mode
The fifth group of signs is a large family of prohibitory signs 3.16, 3.20 – 3.31, which introduce or cancel a ban on movement in certain modes related to speed, overtaking, stopping and parking, sound signals, etc. Let’s call this family “regime” prohibitions signs.
Unlike other prohibitory signs, the signs of this group apply to a specific section of the road. The general principles of their operation indicate the following dimensions of this very area - from the place where these signs are installed to:
1) the nearest intersection along the route (it is important to qualify the intersection as an intersection!);
2) the end of a populated area (when driving in a “real” populated area and there is no intersection along the way);
3) the location of installation of the fender sign for this group - “End of the zone of all restrictions” (3.31).
After the onset of any of the indicated three sections of the road, all nine previously installed prohibitory signs of this group cease to operate.
3.16 “Minimum distance limitation”
There are sections of roads where a dense flow of vehicles is simply detrimental to the condition of the road surface (bridges, overpasses, overpasses, ice crossings). A large amount of traffic accumulates in such areas, which puts great pressure on the supporting structures of artificial structures.
And it also happens that a dense flow is unsafe (for example, in tunnels). Or interferes with the work of officials providing traffic control (stationary traffic police posts, transport control points, customs).

The requirements of the sign are simple and clear: drivers must drive their vehicles so that the distance to the car ahead in the same lane is no less than that indicated on the sign.
3.20 “Overtaking is prohibited”
The “No Overtaking” sign is used to prohibit this very dangerous maneuver on a certain section of the road.
And here there is one significant point. These are exceptions to the general rule for the “No Overtaking” sign. In the area covered by the sign, overtaking is permitted:
1) low-speed vehicles (that is, those vehicles that have a special identification mark installed on the rear surface);
2) horse-drawn carts;
3) “flat” vehicles (bicycles, mopeds, scooters and motorcycles without a side trailer).
Naturally, it will be possible to take advantage of the three exceptions described only if there are intermittent horizontal road markings that allow overtaking (or if there are no such markings at all). Unless, of course, other sections of the traffic rules prohibit this maneuver.
And, finally, it is necessary to introduce a clear distinction between the concepts of “overtaking” (advancement associated with entering the oncoming lane) and simple “advancement” (not associated with such an exit). The sign we are interested in prohibits overtaking. But this sign does not prohibit overtaking (without entering the oncoming lane or side of the road used for oncoming traffic).
The driver must remember that it is unacceptable to violate the requirements of the “Overtaking” sign. This is dictated by two circumstances:
- extreme degree of danger of the maneuver (involved with driving into oncoming traffic);
- serious penalties for violation (deprivation of a driver’s license for up to six months or a fine of 5,000 rubles). Moreover, they constantly monitor traffic here.
Don't break and don't get caught!
3.21 “End of no-overtaking zone”
The “No overtaking” sign can be canceled by a special check sign - “End of the no overtaking zone”. By the way, as GOST indicates, this is the most preferable way to cancel the coverage area of a sign prohibiting overtaking.
The sign's requirements are simple: the driver can begin the overtaking procedure again. To more effectively inform about the end of the overtaking ban, the sign can also be installed on the left side of the road.
3.22 “Overtaking by trucks is prohibited”
3.23 “End the ban on overtaking trucks”
This pair of signs introduces and lifts a ban on overtaking for vehicles whose permissible maximum weight exceeds 3.5 tons. These are the so-called “real” trucks.
As for drivers of other vehicles, these signs do not apply to them.
3.24 “Maximum speed limit”
Meet, this is the most favorite sign for traffic cops. By the way, he is also “adored”. Thanks to this sign, bailiffs have a job (and it seems that for years to come!).
But seriously, this sign is used on a very specific section of the road to regulate the speed of vehicles.
The requirements of the “Maximum Speed Limit” sign are quite simple and clear: it prohibits any vehicles from moving in excess of the speed characteristics specified in the sign field.
A special topic is the sign's coverage area. Traditionally, this prohibitory sign begins to “work” at the place where it is installed. Its action will continue to the areas we have already designated:
- to the nearest intersection (namely an intersection, not an intersection);
- to the end of the populated area (if the movement was carried out in a “real” populated area);
- to the place where the prohibitory sign “End of the zone of all restrictions” is installed (3.31).
These are traditional ways of canceling the effect of a sign (as well as a number of prohibitory signs). However, the “Maximum Speed Limit” sign has its own – special – cases of canceling the established speed limit.
1. To the installation site of barrier sign 3.25 “End of maximum speed limit zone.”
2. To the place where the same speed limit sign is installed, but with a different speed limit.
3. To the place where the “Beginning of a settlement” sign is installed (5.23.1 or 5.23.2).
One final note. In accordance with the norms of the Code of Administrative Offenses of the Russian Federation, punishment for speeding is provided only if it is exceeded by more than 20 km/h. That is, with a speed limit of, for example, 40 km/h, a driver moving with a speedometer reading of 60 km/h will violate the rules, but cannot be subject to administrative liability.
3.25 “End of maximum speed limit zone”
The specified prohibitory sign is the most preferable way to cancel the previously installed “Maximum speed limit” sign (3.24). In other words, from now on the previously introduced speed limit is no longer valid.
The driver should not delude himself and revel in the permissiveness that he supposedly receives. The removal of the speed limit does not mean that you can drive at any speed. It’s just that the general speed limits introduced in the Russian Federation begin to apply on the road: in populated areas - 60 km/h, outside of them - 90 km/h, in residential areas and in courtyard areas - 20 km/h, and on highways - 110 km /h.
3.26 “Sound signal prohibited”
This road sign is used to categorically prohibit drivers from honking the horn with or without reason: to greet friends, to express their dissatisfaction with someone’s actions, to express their joy at the next victory of the Russian football team (in general - fantastic!), etc.
True, this sign has one exception: the driver can use the sound signal to prevent an accident.
3.27 “Stopping is prohibited”
In modern populated areas, traffic density is incredibly high. As a rule, physical widening of the roadway - as a means of combating congestion - is in most cases impossible. Therefore, the elimination of traffic jams is carried out by limiting the stopping places and parking of vehicles. Most often, this procedure is carried out by installing a “No Stopping” road sign.
This sign requires the driver to refrain from both stopping and parking. Because you cannot stop without first stopping (at least for 5 minutes).
It is important to note that Any stop within the sign’s coverage area is prohibited, including for boarding and disembarking passengers.. This, by the way, is a traditional driver mistake that should be avoided!
Area of operation of the “No Stopping” sign begins classically for all prohibition signs - from the place of its installation. The sign we are interested in also works classically for the entire fifth group of prohibitory signs:
- to the nearest intersection;
- to the end of the “real” settlement;
- to the place where the sign “End of the zone of all restrictions” is installed (3.31).
However, the “No Stopping” sign also has its own specialized cancellation rules.
1. Place of installation of the “Parking” sign (6.4) in combination with plate 8.2.1 (“Validity area”).
This combination of signs will indicate the place where stopping and parking can be carried out, despite the previously installed prohibitory sign.
2. If the sign is installed parallel to the horizontal marking 1.4 (“yellow solid”), then at the point where this marking ends, the “Stopping is prohibited” sign ceases to be valid.
3. The coverage area of the sign we are interested in can be specified (reduced or increased) by plates 8.2.2 – 8.2.6, indicating the coverage area of the signs installed with them.
In this case, stopping in the direction of the arrow will be prohibited, also at the specified distance (if any).

It is important for the driver to remember that the sign prohibits stopping only on the side of the road on which it is installed.
In other words, if other provisions of the Rules do not prohibit stopping on the opposite side of the road, it can be done.
And one last thing. The driver must remember administrative liability for violating the requirements of the “No Stopping” sign: a fine of 1,500 rubles (and in federal cities – 3,000 rubles) and the possibility of...
3.28 “Parking prohibited”
This sign is used to prohibit the parking of vehicles. But within the coverage area of this sign, the driver can make a stop - that is, a planned cessation of movement for up to 5 minutes, as well as for a longer time to board and disembark passengers or load and unload his vehicle. Parking following the stop is excluded with a sign.
The coverage area of the “No Parking” sign begins at the location where it is installed. This is a classic position for all prohibition signs. And its coverage area will extend in the same traditional way for the 5th group of prohibition signs:
- to the nearest intersection in the direction of travel;
- to the end of a populated area (when driving in a populated area);
- to the installation site of barrier sign 3.31 “End of the zone of all restrictions.”
In addition, the “No Parking” sign has other ways to terminate its validity.
1. Installation location of information sign 6.4 “Parking” when it is combined with the “Area” sign (8.2.1).
Parking is permitted on a section of the road marked with this combination of signs.
2. Place where marking 1.10 (“yellow intermittent”) ends.
If the “No Parking” sign is installed together with the horizontal marking 1.10, then at the end of its application the “No Parking” sign will cease to be effective.
3. Plates 8.2.2 – 8.2.6 “Validity zone”, installed together with the sign we are interested in, specify the section of the road on which the ban will apply.

Like the “No Stopping” sign, its “parking” counterpart prohibits parking only on the side of the road on which it is installed.
It is possible to park on the other side of the road (unless other sections of the traffic rules prohibit this procedure).
It is important to remember that penalties for violating the requirements of this sign are akin to sanctions for ignoring the “No Stopping” sign. And this is a very significant blow to the budget.

3.29 “Parking is prohibited on odd days of the month”
3.30 “Parking is prohibited on even days of the month”
This pair of related signs only prohibits the parking of vehicles in their area of operation, but only on strictly defined days - either even or odd (respectively). But stopping a vehicle on any day of the month is allowed.
The effect of the signs begins at the place where they are installed, and is canceled by the following sections of the road:
1) the nearest intersection;
2) the end of the populated area;
3) sign 3.31 (“End of the zone of all restrictions”);
4) sign 6.4 (“Parking”), installed together with plate 8.2.1 (“Validity area”);
5) a combination of signs with plates 8.2.2-8.2.6 (“Area of Operation”).
Like their related “Stopping is prohibited” and “Parking is prohibited”, which we are considering signs prohibit parking on the relevant day only on the side of the road on which they are installed.
But here is a very interesting and, at first glance, paradoxical moment! If both signs are installed in parallel on both sides of the road in their coverage area, you can park your car from 19:00 to 21:00. And on any side of the road. 3.31 “End of the zone of all restrictions”
The number of prohibitory signs of the last – fifth – group includes the sign “End of the zone of all restrictions”. Such a pretentious phrase – “all restrictions” – should not relax drivers. This sign is intended to cancel the effect of only nine prohibitory signs from the fifth group related to it:
- 3.16 “Minimum distance limitation;
- 3.20 “Overtaking is prohibited”;
- 3.22 “Overtaking by trucks is prohibited”;
- 3.24 “Maximum speed limit”;
- 3.26 “Sound signal is prohibited”;
- 3.27 “Stopping is prohibited”;
- 3.28 “Parking is prohibited”;
- 3.29 “Parking is prohibited on odd days of the month”;
- 3.30 “Parking is prohibited on even days of the month.”
Remembering these signs is not only necessary, but also advisable. After all, one single sign – “End of the zone of all restrictions” – cancels the effect of all rather odious prohibitory signs at once. And the ease of remembering their names is due to the fact that these same signs are canceled by the nearest intersection or the end of the “real” settlement along the route.
The place where the sign we are interested in is most often used is in areas of road repair work, when it is necessary to simultaneously remove restrictions previously introduced by several prohibitory signs.
Let us summarize the consideration of prohibitory signs of group No. 5. These are security signs that impose restrictions on the performance of certain actions (speed, overtaking, stopping, parking, etc.) at a certain distance, and also cancel these same restrictions.
Exceptions for prohibition signs
One of the most difficult issues related to the functioning of prohibitory signs is the various exceptions to the general rules, when the validity of some prohibitory signs does not apply to certain types of vehicles or drivers operating them. Let's consider such cases.
1. Signs that are not valid for drivers of route vehicles (3.1 — 3.3, 3.18.1, 3.18.2, 3.19, 3.27).
These prohibition signs can be ignored by the driver of the route vehicle. This “benefit” is due to the need for the minibus to travel along a section of the road on which entry, movement, turning, U-turns and stopping are prohibited for everyone else.
2. Signs that are not valid for territorial drivers(3.2, 3.3, 3.5 - 3.8, as well as with a special status - 3.4).
The following categories of drivers who are directly related to the territory, entry to which is prohibited by signs, fall under this “benefit”:
- drivers of vehicles serving enterprises (institutions, organizations) located in the coverage area of these signs;
- drivers of vehicles serving citizens who work or live in the area covered by these signs;
- drivers of vehicles owned by citizens who work or live in the area covered by these signs.
IMPORTANT! There is one caveat regarding the “No Trucks” sign (3.4). It allows the passage of trucks:
- only serving enterprises located in the prohibited area;
- only without trailer;
- only those whose permissible maximum weight does not exceed 26 tons.
And further. An essential requirement that is specified in the traffic rules regarding the traffic participants described above is the obligation to enter a prohibited section of the road along the shortest route.
3. Signs not valid for persons with disabilities(3.2, 3.3, 3.28 — 3.30).
The following prohibitory signs can be ignored:
- drivers - disabled people of groups I and II;
- drivers transporting disabled people of groups I and II;
- drivers transporting disabled children.
This right is determined by the need to travel along the shortest possible route to a place that is vital or significant for people with disabilities, as well as to park the car near such a place.
4. Signs that are not valid for a number of persons performing their professional duties.
The first category of such persons should include drivers of vehicles belonging to the federal postal service and having on their side surface a diagonal white line placed on a blue background (3.2, 3.3, 3.5 - 3.8, 3.28 - 3.30, as well as with a special status - 3.4 .
- Such drivers are allowed to travel along a prohibited section of the road, but only along the shortest route.
- As for the sign “Truck traffic prohibited” (3.4), it allows the passage of trucks serving enterprises located in the designated area. However, such trucks must be without a trailer and their permissible maximum weight must not exceed 26 tons.
Thus, summing up the consideration of exceptions to prohibitory signs that apply to certain road users, it is necessary to note the following.
What explains the granting of such special rights? First of all, expediency. It’s just that even if a few “beneficiaries” ignore the general rules for the operation of these signs, this fact will not have any particular negative impact on road safety.

Minimum distance limitation
It is prohibited to drive vehicles with a distance between them less than that indicated on the sign.
The coverage area of sign 3.16 extends from the place where the sign is installed to the nearest intersection behind it, and in populated areas, in the absence of an intersection, to the end of the populated area. The effect of the sign is not interrupted at exit points from areas adjacent to the road and at intersections (junctions) with field, forest and other secondary roads in front of which the corresponding signs are not installed.
