1. Internet services

There are many paid and free resources on the network that offer KBM restoration services. We do not know how reliable this method is, but on similar sites, motorists are promised a quick solution to the problem, which is why it is listed first. Similar services are available on the websites of some insurance companies. Perhaps they will be more reliable than pages of unknown Internet resources.

2. Letter to the insurance company

If an OSAGO agreement with an overestimated KBM has already been concluded, you can write an application to the insurer. The company must check and recalculate. To do this, follow these steps:

  • Prepare 2 copies of an application addressed to the head of the insurance company with a request to change the value of the coefficient in the current insurance. The basis for making changes may be the previous OSAGO policy or a certificate from the previous insurer about the absence of damage payments.
  • Attach copies of supporting documents to the application and take them to the insurer. One copy remains with the secretary, and the other is returned to the applicant with a note of acceptance (incoming number, date, signature). 3. Complaint to the RSA

Of course, the way it is, however, skipping the previous two stages, there is a high risk of receiving an offer from the Central Bank to apply to an insurance company. Therefore, this method should be used only as a last resort when others have failed.

Such a check does not give 100% certainty that you have a valid policy in front of you (after all, fraudsters could make a “duplicate” of this form), but it allows you to reject obvious fakes and stolen forms. 2. Find out which car is insured according to a certain form. The last check is also useful for checking a used car before buying. After all, the presence of two simultaneously valid OSAGO policies on one VIN number (or GRP) can be a “bell” that a car is a “double”. If the contract is concluded with an indication of a limited number of persons who are allowed to drive the vehicle, for verification it is necessary to indicate:

  • Surname, name and patronymic of each driver;
  • Date of birth (in full);
  • Driver's license data (series and number);
  • The date of commencement of the contract or additional agreement.

To obtain correct information, it is important to indicate the date of the request correctly: it must coincide with the start date of the new policy, but not earlier than the next day after the end of the previous contract. If, according to the calculations, the CBM discount should be higher, but this is not reflected in the system, before submitting an application to the insurer for the restoration of the CBM and a complaint to the PCA, you need to make sure of the following:

  • Is it true that there were no insured events and payments for the past period;
  • Has it really been a full year? The discount increases every year by 5%, if the past period is less, the discount remains the same;
  • Has it been more than a year since the end of the auto insurance contract? CBM is retained for one year after the expiration of the OSAGO policy, if the insurance contract is no longer extended, the discount is reset to zero.

If all the facts indicate that the coefficient is indicated incorrectly, it is necessary to restore it. Since December 2015, a simplified scheme has been in force, according to which, in order to apply the correct KBM, it is enough to send a statement of disagreement to the insurance company with which the insured has entered into or is going to conclude an agreement. Further, the insurance company also checks the KBM according to the PCA database and, in case of incorrect data, replaces the value of the coefficient.

If, for some reason, it is not possible to restore the KBM in this way, it is necessary to draw up and send a complaint to the PCA as a higher organization that controls the activities of insurance companies. To file a complaint on the fact of incorrect application of the bonus-malus coefficient, you must fill out an application to the Union, the template of which is located in the "Submit a complaint to the PCA" subsection, and attach copies of your passport and driver's license. When filing a complaint, it is mandatory to indicate:

  • Surname, name and patronymic (in full);
  • Date of birth (in full);
  • Driver's license number.

If one of the documents is missing or the application is filled incorrectly, the complaint will not be considered. The document is sent by regular mail, presented in person or sent as a scanned copy to the email address of the Union. The term for consideration by the PCA of an application with a coefficient check on the base is 30 days.

After the restoration of the correct KBM, the data is updated in the AIS RSA and the calculation of the further discount is performed correctly.
