On April 22, the head of Chechnya, Ramzan Kadyrov, during the board meeting of the Ministry of Internal Affairs for the Chechen Republic, made a number of statements addressed to the head of the Dagestan Khasavyurt, Saygidpasha Umakhanov. In them, Saygidpasha Umakhanov and his nephew were named bandits and financiers of militants, and Khasavyurt was named as a source from which weapons, drugs and religious extremists come to Chechnya.

These words were voiced in a story by ChGTRK “Grozny”, and then found their way onto the Internet. (In tomorrow's issue of Cheka, read the full text of Kadyrov's speech, as well as an analysis of the ongoing event.)

Today the mayor of Khasavyurt Saygidpasha Umakhanov made his official commentary on what happened. We provide the full text of the message.

Statement by the Head of the Municipal Formation Urban District "Khasavyurt City"

Speaking on April 22, 2014 at a joint meeting of the Temporary Operational Group of Bodies and Units of the Ministry of Internal Affairs of the Russian Federation and the Collegium of the Ministry of Internal Affairs for the Chechen Republic, the Head of the Chechen Republic Ramzan Kadyrov made a number of unfounded and even offensive remarks for the multinational people of Dagestan (a report on this event was published in the video blog of the Grozny television and radio company: http://www.youtube.com/watch?v=jylUfIvHqnY).

My religious and moral convictions, as a close friend of the late Akhmat-Khadzhi Kadyrov, do not allow me to enter into polemics with his son, whose merits we see and appreciate. For me, the memory of the first President of the Chechen Republic, who left this life as a martyr, is more valuable than worldly vanity. But as an official, endowed not only with high rights, but also with responsibility for the current destinies and future of my fellow countrymen, I am forced to make the following statement.

The peoples of Dagestan and Chechnya have long been connected by friendship, sealed by the blood of their ancestors. History shows that we have always been together during the most difficult times. The modern period was no exception, when gangs of international terrorists tried to wipe out the Chechen Republic from the face of the earth. Khasavyurt militias took an active part in restoring constitutional order in the neighboring region, paying for it with hundreds of young lives. During the counter-terrorist campaigns, residents of Khasavyurt hosted old people, women and children from Chechnya, providing them with everything they needed. In Khasavyurt hospitals, medical care was provided to residents of the neighboring republic as a priority. The first road train to Gudermes with humanitarian cargo: medicines, food, clothing, school equipment was also collected by Khasavyurt residents. It was in Khasavyurt that teachers of the Chechen schools that were brought back to life were retrained and certified. Khasavyurt helped in organizing the elections of the first President of the Chechen Republic, which took place in full compliance with Russian legislation. There is no need, I think, to list everything: we know that the ordinary people of Chechnya remember this well and always remember it with sincere gratitude.

The fraternal support of those whom the leader of Chechnya called bandits today was highly valued by Akhmat-Khadzhi Kadyrov. Realizing the scale of our own problems, at every opportunity he uttered sincere words of gratitude to the people who helped save his homeland from destruction. A. Kadyrov knew well that the Khasavyurt residents and city leaders were not sitting in the forest camps of the bandit Basayev, but were deciding important issues of the safety of their own population and refugees from the Chechen Republic. All the men of Khasavyurt, including those from the large Umakhanov family, courageously defended the territorial integrity of the Russian Federation, of which Chechnya is an integral part. The merits of Khasavyurt patriots were duly recognized with high state awards by Russian President Vladimir Putin.

I also cannot note the dedication with which the residents of our city helped their neighbors establish a peaceful life, often to the detriment of themselves. But we are used to dealing with our own problems on our own, no matter how difficult it may be for us. And now, when the country’s economy is going through hard times, we are looking for internal reserves, rather than trying to find someone to blame on the outside. This circumstance was noted during my recent meeting with the Head of the Republic of Dagestan Ramazan Abdulatipov, who supported our efforts for the socio-economic development of Khasavyurt. There was no mention of any negative influence of the neighboring republic on these processes in the conversation. There was a unanimous opinion: to look for and find resources ourselves, including in matters of national security. Crime statistics indicate that it is not Dagestan and Khasavyurt, in particular, that are suppliers of weapons and drugs to the Chechen Republic, but quite the opposite. And here we fully support R. Kadyrov’s proposal to strengthen control over the illicit trafficking of weapons, ammunition and narcotic drugs at the administrative border.

Ramzan Kadyrov does a lot to maintain a stable situation in the Chechen Republic, which sometimes ricochets in neighboring regions. Evidence of this is the recent incident of an attempt on my life. This case was carried out by employees of the federal special services, who managed to prevent the evil and caught two residents of Chechnya red-handed. I think the investigation will identify and name the masterminds of the crime, who, apparently, also consider me one of their obstacles in their criminal path.

And in conclusion, I would like to say that I have never interfered in other people's affairs. I have never given anyone a reason to accuse me of this, so I want people to answer me in the same way. “Built steel does not bend, and gold does not rust,” our people say. They also say that there is “a time to destroy and a time to build.” I think it's time to collect the stones. Stones of our common history, stones of our common faith, stones of our common shrines.

Assassination on October 12, 2012

On October 12, 2012, in Khasavyurt on Yuzhnaya Street, as Saigidpasha Umakhanov’s car was passing, an unidentified explosive device with a capacity of 6 kilograms of TNT went off. It was only thanks to the mistake of the sappers and the armored protection of the cars that no one was hurt then. Since then, the mayor of Khasavyurt has been under state protection. It is still unknown who was behind the bombing of Umakhanov’s motorcade in October 2012.

Assassination attempt in March 2014

At the end of February - beginning of March 2014, the intelligence services of Dagestan received information that a new attempt was being prepared on Umakhanov. Operatives of the Ministry of Internal Affairs and the FSB conducted a successful special operation.
“In Khasavyurt, on Groznenskaya Street, residents of one of the villages of the Nozhai-Yurtovsky district of Chechnya, Dzhabrailov and Kachaev, were detained on suspicion of an impending assassination attempt,” a source in law enforcement agencies told Izvestia. “They were found to have a nine-millimeter VSK-94 sniper rifle with the license plates filed off and 26 cartridges for it, as well as 100 thousand rubles."
Information came from the same sources that Umakhanov himself allegedly knew in advance about the impending assassination attempt and left for the UAE for some time to ensure his own safety. However, in an interview with Izvestia, Umakhanov denied this information.

I remember how one day, after another “mental turmoil,” I sat alone in the garden under my favorite old apple tree and mentally tried to “sort out” my doubts and mistakes, and was very dissatisfied with the result. My neighbor, Leocadia, was planting flowers under her window (which was very difficult to do with her illness) and could see me perfectly. She probably didn’t really like my state at that time (which was always written on my face, no matter whether good or bad), because she came up to the fence and asked if I would like to have breakfast with her with her pies?
I agreed with pleasure - her presence was always very pleasant and calming, just as her pies were always delicious. I also really wanted to talk to someone about something that had been depressing me for several days, but for some reason I didn’t want to share it at home at that moment. Probably, it’s just that sometimes the opinion of an outsider could provide more “food for thought” than the care and vigilant attention of my grandmother or mother, who were always worried about me. Therefore, I gladly accepted my neighbor’s offer and went to have breakfast with her, already from afar smelling the miraculous smell of my favorite cherry pies.
I was not very “open” when it came to my “unusual” abilities, but from time to time I shared with Leocadia some of my failures or disappointments, since she was a truly excellent listener and never tried to simply “protect” me from any troubles, which, unfortunately, my mother did very often and which sometimes made me close myself off from her much more than I would like. That day I told Leocadia about my little “failure”, which occurred during my next “experiments” and which greatly upset me.
“You don’t have to worry so much, honey,” she said. – In life, it’s not scary to fall, it’s important to always be able to rise.
Many years have passed since that wonderful warm breakfast, but these words of hers were forever imprinted in my memory and became one of the “unwritten” laws of my life, in which, unfortunately, I had to “fall” many times, but so far I have always succeeded rise. Days passed, I became more and more accustomed to my amazing and unlike anything else world and, despite some failures, I felt truly happy in it.
By that time, I had already clearly understood that I would not be able to find anyone with whom I could openly share what was constantly happening to me, and I already calmly took it for granted, no longer getting upset or trying to prove anything to anyone. . This was my world, and if someone didn’t like it, I wasn’t going to force anyone there. I remember later, while reading one of my father’s books, I accidentally came across the lines of some old philosopher, which were written many centuries ago and which then made me very happy and incredibly surprised:
“Be like everyone else, otherwise life will become unbearable. If you lag too far behind normal people in knowledge or skill, they will no longer understand you and will consider you crazy. Stones will fly at you, your friend will turn away from you”...
This means that even then (!) there were “unusual” people in the world who, from their bitter experience, knew how difficult it all was and considered it necessary to warn, and if possible, to save, people just as “unusual” as they themselves were! !!
These simple words from a man who once lived a long time ago warmed my soul and instilled in it a tiny hope that someday I might meet someone else who would be as “unusual” for everyone else as I was, and with whom I can freely talk about any “oddities” and “abnormalities”, without fear that I will be received with hostility or, at best, simply ridiculed mercilessly. But this hope was still so fragile and incredible for me that I decided to get carried away less when thinking about it, so that, in case of failure, it wouldn’t be too painful to “land” from my beautiful dream into harsh reality...
Even from my short experience, I already understood that there was nothing bad or negative in all my “oddities”. And if sometimes some of my “experiments” did not quite work out, then the negative effect now manifested itself only on me, but not on the people around me. Well, if some friends, for fear of being involved in my “abnormalities,” turned away from me, then I simply didn’t need such friends...
And I also knew that my life was apparently needed by someone and for something, because no matter what dangerous “mess” I got into, I always managed to get out of it without any negative consequences and always somehow... as if someone unknown was helping me with this. As, for example, what happened that same summer, at the moment when I almost drowned in our beloved Nemunas River...

It was a very hot July day, the temperature did not drop below +40 degrees. The white-hot air was dry, like in the desert, and literally “crackled” in our lungs with every breath. We sat on the river bank, shamelessly sweating and gasping for air, like overheated crucian carp thrown onto land... And almost completely “roasted” in the sun, we looked at the water with longing eyes. The usual moisture was not felt at all, and therefore all the children wildly wanted to plunge into the water as quickly as possible. But it was a little scary to swim, since this was a different bank of the river, not familiar to us, and the Nemunas, as you know, has long been that deep and unpredictable river with which it was not advisable to joke.
Our old favorite beach was temporarily closed for cleaning, so we all temporarily gathered at a place more or less familiar to someone, and for now everyone was “drying out” on the shore, not daring to swim. A huge old tree grew near the river. Its long silky branches, at the slightest breath of wind, touched the water, quietly caressing it with delicate petals, and powerful old roots, resting against river stones, intertwined under it into a continuous “warty” carpet, creating a peculiar lumpy roof hanging over the water.

The power crisis in Khasavyurt is intensifying the struggle for the position of mayor between representatives of large ethnic groups in the region, writes RIA Derbent, recalling that on September 23, the head of the city, Saygidpasha Umakhanov, left his post ahead of schedule. According to the Derbent news agency, Umakhanov left under pressure from the Head of Chechnya, Ramzan Kadyrov, who put pressure on the Head of Dagestan, Ramazan Abdulatipov, through his cousin Odes Baysultanov, who recently took the post of Deputy Minister of the Russian Federation for North Caucasus Affairs and is in charge of Dagestan in this position.

Indeed, today not only the amount of funding for the mountainous republic depends on the goodwill of Baysultanov, but also the position of its leader, Ramazan Abdulatipov. And given Ramzan Kadyrov’s extensive connections in the Kremlin, Baysultanov can hardly be called a formal figure. Baysultanov has a number of levers and mechanisms of influence that are effective regardless of his position. However, being called upon to help Dagestan, this official is quite capable of using his position to implement Chechnya’s long-standing territorial claims to Dagestan, once voiced by the now deceased speaker of the Chechen Parliament, Dukvakha Abdurakhmanov.

It is worth recalling that at the end of February 2013, protests by local Chechens-Akins took place in Khasavyurt, demanding the restoration of the Aukhovsky district. About 250-300 people blocked the road from Khasavyurt to Novolakskoye, as a result of which cars drove around this area on a dirt road. The rally lasted until noon, after which the participants dispersed for lunch prayer. Then, at about five o'clock in the evening, some participants resumed the rally near the transport ring on the outskirts of Khasavyurt and put forward demands to the authorities of Dagestan.

Tracing the chronology of events, one can notice that a surge of protest sentiments among the Chechen-Akinites occurred exactly a month after the resignation of the President of Dagestan Magomedsalam Magomedov and the appointment of Ramazan Abdulatipov as acting president, which can be quite confidently called an attempt at soft blackmail on the part of the Chechen leadership, which, in return for certain preferences, obviously promised the new leader of Dagestan to ensure peace and stability in the republic.

According to journalists, the organizers of the rally were connected specifically with Dukvakha Abdurakhmanov, who, in an interview with ANN-news news agency on August 22, 2006, stated that the Chechens “never in their lives forgot and will not forget that a number of Chechen regions are located on the territory of Dagestan. What relation do Avars or Lezgins have, for example, to Khasavyurt, Kizlyar or Novolak? They have no historical relation to these cities. Our ancestors lived near the Caspian Sea, we had free access to the Caspian Sea, and through it to the east.”

According to statements in the newspaper “Novoye Delo” dated August 2009, in an attempt to resolve the “Dagestan issue,” Ramzan Kadyrov repeatedly offered Saygidpasha Umakhanov help in promoting him to a higher position, with the condition that he would contribute to the promotion of a Chechen to his place. At the same time, Kadyrov's attempts were noticed to push Magomed Daudov into the post of Minister of Internal Affairs of Dagestan - at that time the head of the Shalinsky District Department of Internal Affairs under the call sign "Lord", and now the Speaker of the Chechen Parliament (whose place he took after the death of Dukhvakha Abdurakhmanov).

Quite predictably, the mayor of Khasavyurt did not find understanding for the generous offers of his influential neighbor. Without trying to shine on the republican political Olympus, Umakhanov managed to establish himself as an experienced manager, a balanced politician, and a courageous person. Having assumed responsibility for the fate of the republic in 1999, Umakhanov was able to organize resistance to a gang of international terrorists advancing from Chechnya, holding it back on its approach to the city. Continuing to remain the mayor of a small town, he was for many years one of the leading political players in the republic.

A little earlier than the Chechen rallies in Khasavyurt, at the so-called “extraordinary congress of the Kumyk people”, held on February 10 in the administrative center of the North Caucasus Federal District, Pyatigorsk, about 300 people gathered, harshly criticizing the leadership of Dagestan and the republic itself, actively contrasting them with Chechnya and Ramzan Kadyrov, thanks to which “Kumyks in Chechnya live prosperously and are satisfied with their situation.”

The organizers of the congress in Pyatigorsk did not hide the fact that the initiative to convene it belonged to delegates from Chechnya, and this initiative itself became only one of many initiatives of Grozny aimed at strengthening its suzerainty over the neighboring Turkic-speaking peoples: Kumyks, Nogais, Circassians, Balkars and Adygs.

Building his own “foreign” policy, Ramzan Kadyrov today positions himself as a guide in the relations between Russia and Saudi Arabia (and at the same time the entire Arab world) that have recently begun to improve. Kadyrov obviously tried to play a similar role in our country’s relations with the Turkic-speaking world, which is represented by Turkey, which is strategically important for us, and a number of other Asian countries. This version is supported by the active support provided in Grozny during the creation of national-cultural autonomies of the Kumyks and Nogais.

It is characteristic that shortly after the protests in Khasavyurt and Pyatigorsk, on March 14, 2013, the Head of Dagestan Ramazan Abdulatipov arrived on a friendly visit to Grozny, the local media was full of headlines that “Abdulatipov will learn from the Kadyrovs,” and the main result of the meeting was a statement that Chechnya and Dagestan intend to sign an agreement “on the economic and cultural integration of the Chechen and Dagestan peoples.”

Having proven himself to be an experienced politician, Ramazan Abdulatipov managed in those days to neutralize possible opposition to his work from neighbors, thus winning two and a half years, during which intense, painstaking work was carried out. In Dagestan, the vertical of power was restored bit by bit, and the outdated control mechanisms, preserved from the times of the bandit era, collapsed with a creak.

The Republic, not yet realizing the enormity of what was happening, thanks to Abdulatipov, began to enter the era of white-collar rule, when political decisions are made not on the wrestling mat or during a gang war, but, as it should be, behind the scenes in high offices. However, this decision was a good ten years late and is no longer capable of bringing quick results. And playing along with neighbors in order to avoid open conflict may turn out to be counterproductive in those municipalities where, along with the republican government, there is another powerful force aimed at fragmenting and subsequent absorption of the territory.

The influential head of a municipality in the northern zone of Dagestan and the leader of the largest Dagestan nationality, Umakhanov, demonstrating his independence from the leadership of the neighboring republic, causes understandable irritation in Grozny by the very fact of his stability. Despite several attempts on his life, during the last of which residents of Chechnya were detained, whose testimony led to the encirclement of Ramzan Kadyrov, he has led the city for 18 years. In turn, Kadyrov, after publicizing the fact of preparing an assassination attempt on Umakhanov in Chechnya, repeatedly spoke out with harsh public criticism of the Khasavyurt long-lived political leader, calling him a bandit.

At the insistence of Ramazan Abdulatipov, the mayor of Khasavyurt recently agreed to leave his post, with the condition that his place would be taken by his fellow villager, a native of the village of Burtunay, Kazbekovsky district, Zainutdin Okmazov. But Okmazov was never appointed acting. the heads of the city, and rumors that recently spread in the city that multiple Olympic champion Buvaysar Saitiev was being trained to replace Saygidpasha Umakhanov caused sharp indignation and indignation among some of the city residents. This decision made it possible to judge that Umakhanov’s resignation is a direct result of those same meetings between Abdulatipov and Kadyrov in 2013.

The indignation of part of the population in Khasavyurt, according to one version, is caused by the fact that, according to the unspoken principle of distribution of posts, the position of mayor of Khasavyurt is assigned to the most numerous ethnic group in this city - the Avars. However, delving into the essence of the situation in Khasavyurt, it is difficult to overestimate Umakhanov’s positive contribution to the fate of the entire republic. Having been a stronghold of the territorial integrity of Dagestan for almost two decades, Umakhanov successfully restrained not only the international terrorists approaching from Chechnya, but also the inappropriate territorial claims of Chechen politicians.

The elimination of a personality of such magnitude as Saygidpasha Umakhanov inevitably exposes the northern border zone of the republic, where Ramazan Abdulatipov’s attempts to save the situation by finding a compromise with his neighbors could lead to an even greater escalation of the interethnic conflict. The expected appointment of Chechen Buvaysar Saitiev as acting mayor of the city may lead to mass protests, but from the Avars, who have already begun to rally in Khasavyurt, demanding that Saygidpasha Umakhanov be returned to his place.

Tactfully pausing, Umakhanov explains to the population that he resigned from his post voluntarily, apparently expecting a meeting with the Head of Dagestan Ramazan Abdulatipov, for a final resolution of the issue, according to Okmazov, but if this does not happen, then actions of civil disobedience may begin in the city, which could become dangerous for the Head Dagestan caused serious image losses.

Assassination attempt on December 7, 2007

On December 7, 2007, it was announced that the first attempt on the life of Saygidpasha Umakhanov himself had been prevented. Murder of a nephew

Accomplices under the leadership of Umakhanov developed a crime plan, organized surveillance of the head of the district, acquired firearms and ammunition, vehicles, communications and disguise items. After the murder, Umakhanov fled to Germany, from where he was extradited to Russia. Khabib Umakhanov is the son of the deputy of the National Assembly of the Republic of Dagestan Akhmedpasha Umakhanov, who is the brother of Sagidpasha Umakhanov.
